The scope of work includes project materials and ancillary services, with a required delivery and completion timeline of 60 calendar days from the date of award. The installation must be ICD705 compliant and meet minimum standards prescribed by DoDM5200.01V3, ensuring security for areas containing classified data. The government intends to award a firm-fixed-price (FFP) sole source contract IAW RFO 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" under Authority 10 U.S.C. 3204(a)(1) to:

Advantor Systems II LLC

12612 Challenger PKWY STE 300

Orlando, Florida

32826-2784, United States

CAGE Code: 1S063

The requiring agency has a mission-critical requirement for the procurement, installation, and integration of brand-name Advantor Systems II LLC Intrusion Detection Systems (IDS) and associated components. This acquisition is restricted to Advantor Systems II LLC based on the following operational and regulatory justifications:

  • Interoperability & Sustainment Risk: Utilizing equipment other than Advantor Systems II LLC introduces severe interoperability risks with existing base security infrastructure, creates duplicative sustainment and training costs, and results in the unauthorized mixing of security system architectures.
  • Proprietary Rights: Advantor Systems II LLC retains exclusive proprietary rights to its hardware equipment, source code/software, firmware, installation protocols, maintenance, repair, sustainment, and related technical support services. No third-party vendor is authorized to modify or integrate directly into the existing proprietary head-end software.
  • AFLCMC/ESS Compliance: The requiring agency is strictly limited to procuring hardware and software listed on the Command (CMD) Approved Equipment List managed by the Air Force Life Cycle Management Center, Electronic Systems Directorate (AFLCMC/ESS). Advantor Systems II LLC is approved and certified under this listing to meet stringent physical security directives.

Instructions to Potential Offerors (Capability Statements)

This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Paper copies will not be considered.

To be considered capable and eligible to fulfill this requirement, interested vendors must submit verifiable documentation demonstrating all of the following criteria:

  1. OEM Authorization & Proprietary Access: Official documentation from Advantor Systems II LLC certifying that the vendor is an authorized distributor/integrator with legal access to proprietary Advantor hardware, software, firmware updates, installation, maintenance, repair, and sustainment support.
  2. Interoperability & Sustainment Certification: Technical proof demonstrating seamless plug-and-play interoperability with existing Advantor IDS infrastructure without requiring separate head-end systems, duplicative sustainment pipelines, or unauthorized mixing of system components.
  3. AFLCMC/ESS Approval: Written verification confirming the proposed equipment and vendor configuration fully comply with the current AFLCMC/ESS CMD Approved Equipment List for Intrusion Detection Systems.
  4. Administrative Data: Company Name, CAGE Code, Unique Entity ID (UEI), Business Size Status under the applicable NAICS code, and Point of Contact (POC) information.

All capability statements and supporting documentation must be submitted electronically via email to the Contracting Specialist and Contracting Officer in the POC listing no later than 6 November 2026 at 0900 MDT. Telephone inquiries will not be accepted.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative written responses with all required supporting documentation are received by the deadline, award of contract will proceed on a sole-source basis with Advantor Systems II LLC.
