FY27-Pre & Post Transitional Services

The Office of Contracting and Procurement, on behalf of the Department of Youth Rehabilitation Services, is soliciting multiple providers through a Human Care Agreement to deliver short-term and community-based pre- and post-transitional care home services for up to 71 male and female youth. The scope of work includes providing housing and specialized support services, such as substance abuse education and prevention, for pre- and post-adjudicated youth. The contract structure consists of a base year and four option years, with pricing based on fixed unit rates and a daily administrative rate. Award decisions are primarily based on the lowest price among qualified providers, though the District may select a provider based on the most advantageous offer considering qualifications and capability. Qualified providers must meet stringent criteria, including possessing a District of Columbia Business License, maintaining tax and labor law compliance, and adhering to Equal Employment Opportunity standards. The contract mandates compliance with the District of Columbia Living Wage Act of 2006, with specific hourly rates set for 2026. Additionally, providers must adhere to First Source employment goals, aiming for 51 percent District resident hiring, and follow Small Business Enterprise subcontracting requirements, which include a 35 percent subcontracting goal for projects over 250,000 dollars. Administrative requirements include the submission of a detailed Statement of Qualifications, a comprehensive staffing plan, and strict adherence to juvenile confidentiality laws and sexual harassment prohibitions under Mayor’s Order 2023-131.
