SOLICITATION NOTICE: The 700th Contracting Squadron (700 CONS) intends to award a sole-source, firm-fixed-price purchase order to Ultra Electronics Advanced Tactical Systems, Inc. (UEI: HMT9NXXLZGP9).

The purchase order will provide a 12-month renewal of Air Defense Systems Integrator (ADSI) software licenses and associated maintenance for the Scalable Control Reporting Agile Mission–Kit (SCRAM-K). This renewal will support the continued use of SCRAM-K by both USAFE-AFAFRICA A3ZJ and the 606th Air Control Squadron (606 ACS).

The anticipated award date is 11 November 2026.

ADSI is a specialized Government software that supports mission training, exercises, and operational requirements. The renewal will maintain continued software availability, compatibility, vendor updates, and technical support for authorized users. The renewal supports USAFE A3ZJ and the 606th Air Control Squadron (606 ACS) by maintaining access to existing ADSI software, vendor updates, security patches, and technical support.

Pursuant to FAR Overhaul 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, Ultra Electronics Advanced Tactical Systems, Inc., as the original developer and sole provider of ADSI, is the only responsible source capable of providing the required license renewal, updates, and support.

This renewal is required to sustain authorized use of the ADSI software and maintain access to manufacturer-provided maintenance services. Award to Ultra Electronics Advanced Tactical Systems, Inc. will ensure continuity of licensing, product support, and routine software maintenance without interruption to mission support activities.

This notice is not a request for competitive quotes. However interested parties may submit a capability statement upon the referenced deadline within the attached solicitation (FA561327Q0004) demonstrating their ability to perform the requirement described herein. Upon receipt of any such notifications, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source action. Responses received will be evaluated, however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the 700 CONS will proceed with the sole source award to Ultra Electronics Advanced Tactical Systems, Inc.

Solicitation # SRC0000042683
The Ohio Department of Public Safety is soliciting bids under solicitation number SRC0000042683 to obtain LexisNexis Accruint Virtual Crime Center (AVCC) software licensing for the Ohio Investigative Unit. This is a brand-specific procurement, meaning no alternates will be accepted. Bidders must be the manufacturer, an authorized representative, or an authorized distributor and must provide a signed authorization letter from the manufacturer to be considered responsive. The contract will be awarded to the lowest responsive and responsible bidder based on the low lot total, calculated by multiplying unit prices by the estimated usage of four units. The selected contractor must adhere to strict legal and security standards, including compliance with the Ohio Ethics Law, WCAG 2.1 Level AA accessibility requirements, and NIST cybersecurity frameworks. Because the software may handle sensitive data, the contractor must comply with the CJIS Security Policy, the NCIC 2000 Operating Manual, and IRS Publication 1075 for Federal Tax Information. All deliverables must be free of material defects for one year from the delivery date. Payments are typically issued via electronic funds transfer within 30 calendar days of receiving a proper invoice. Bidders must submit their responses through the OhioBuys Supplier Portal by the specified deadline.
