This contract engages a contractor to provide residential treatment services specifically for homeless mentally ill veterans authorized by the Department of Veterans Affairs Southeast Louisiana Veterans Health Care System (SLVHCS) under the Health Care for Homeless Veterans (HCHV) program. The services cover a 12-month period from January 1, 2010, with four one-year option renewals available. The contractor is required to supply up to five beds within designated facilities operated by Volunteers of America in New Orleans, providing room, board, three meals daily with snacks, laundry, transportation to outpatient appointments, medication and behavioral monitoring, and close supervision tailored to the complex care needs of these veterans. Billing is based on actual bed occupancy with pro-rating for partial-month stays, and the contract emphasizes a maximum stay of six months directed by a veteran’s treatment team, focusing on securing stable housing in a therapeutic, least restrictive environment. The contract outlines a detailed pricing schedule with specified maximum monthly rates for each option year, starting at $7,575 in 2010 and incrementally increasing annually to $8,025 by 2014. Services must be provided continuously on a 24/7 basis, with staffing levels sufficient to meet contractual responsibilities and maintain compliance with VA quality standards, including annual inspections. The agreement requires confidentiality of veteran information, access to records for audit purposes, and prohibits subcontracting without prior consent. Additionally, the VA retains the right to perform background checks on contractor personnel and may terminate the contract if safety concerns arise. Funding is contingent on appropriations, and payments are limited strictly to services rendered prior to any contract termination.
