GAOA Red Canyon Corridor Paving, Ashley National Forest

This is a combined synopsis and solicitation for commercial construction under FAR Part 12, issued as a Request for Quotation (RFQ) for the Red Canyon Corridor Paving project on the Ashley National Forest in Daggett County, Utah. The work involves repaving Forest Road (FR) 095 Red Canyon with full-depth reclamation, a 3-inch asphalt pavement layer, and a 6-inch aggregate base replacement, along with associated tasks such as box culvert installation, line striping, sign and dumpster pad installation, demolition and reconstruction of campground spurs, and temporary traffic control. An optional item includes reconstruction work at Greens Lake Campground. The acquisition is a total small business set-aside under NAICS code 237310 with a size standard of $45 million, and all responsible small business concerns may submit quotes. The contract requires full compliance with federal construction standards including FP24 specifications, CSI specifications for water distribution and earthwork, and detailed plans and drawings. The project must be performed within a mandatory 120-calendar-day period beginning no later than 10 days after notice to proceed, with performance scheduled from August 17 to December 14, 2026. Contractors must furnish performance and payment bonds under FAR 52.228-15, meet required insurance levels including $500,000 general liability and $100,000 employer’s liability, and comply with prevailing wage requirements under Executive Order 14026 and the Davis-Bacon Act. Invoicing must be submitted electronically via the Treasury’s Invoice Processing Platform, and contractors must allow full government access to records, sites,
