The contract involves KS Construction being engaged to repair and resurface the parking garage decks at the Dulles State Office Building in Watertown, NY, under the OGS D&C Project #47191. The scope includes addressing damages to the Tremco waterproof traffic membrane on the 4th and 5th decks caused by snow removal activities during the last winter season. These damages, consisting of deep scratches and gouges, require prompt repair by ground-out methods and reapplication of the Tremco system to prevent water infiltration before the upcoming winter, which is critical given the heavy snow and ice typical to the area. The waterproof membrane comprises multiple layers, including a base, wear layer, and topcoat with aggregate for traction, and repairs must be performed using the original Tremco product to preserve warranty coverage. The project is a single-job contract with a completion deadline of October 16, 2025, and does not set aside specific goals for minority, women, or service-disabled veteran-owned business participation. The engagement aims to maintain the three-year warranty associated with the project, ensuring the longevity and integrity of the resurfaced decks. The contract is managed by the NYS Office of General Services, with Diane Robinson serving as the primary contact. The project falls within the NAICS code 812930, related to building and property maintenance services, and the contract value is estimated between $50,000 and $150,000. There have been no prior contracts awarded to entities for similar work within the past five years. The contract's execution is vital for safeguarding the parking structure against water damage during harsh winter conditions, ensuring safety and durability for users.

Full Description

OGS D&C Project #47191 contracted KS Construction to complete the garage resurface project. A portion of the project was to repair and resurface the 4th and 5th deck of the parking garage. The product chosen for the waterproof traffic membrane was a Tremco product. Damage occurred to the Tremco surface of the 4th and 5th deck during normal snow removal activities during the last winter season. The surface was damaged in numerous locations by the snowplow causing deep scratches and gouges. These gouges must be repaired quickly to avoid water infiltration. The manufacturer (Tremco) representative stated the original contractor should complete any necessary repairs with the original Tremco product to maintain any warranty still in place on the overall project. Vendor needs to ground out the damaged areas back to solid concrete and re-apply the Tremco waterproof system to avoid any water infiltration. This should be completed prior to the next winter season as Watertown receives heavy snow and ice during the winter season. The Tremco waterproof membrane consists of multiple layers to include a base layer, wear layer, and topcoat with aggregate for added traction. We intend on directly engaging KS Construction Inc to maintain the three-year warranty provided under project 47191.
