Gardening Maintenance Services

Gardening Maintenance Services are being solicited by the U.S. Embassy in Abu Dhabi, UAE, under solicitation number 19TC1026R0002, with proposals due by June 30, 2026, at 10:00 am UAE time. The contract requires full landscaping and horticultural services for the U.S. Embassy compound, the Chief of Mission’s residence, and the Deputy Chief of Mission’s residence, covering approximately 10,032 square meters of grounds, with optional services for two additional properties. Work must be performed directly by the contractor’s trained employees without subcontracting, following strictly defined vegetation schedules, quality metrics, and equipment standards outlined in attachments A through D. Performance is monitored through monthly scorecards rated on a 1 to 5 scale, with a minimum average of 3.0 required for acceptable performance; failure to meet this threshold constitutes non-compliance. Invoices must be submitted electronically to usmissionuaeinvoices@state.gov with VAT itemized separately, and payment is made to the contractor’s address on file unless otherwise specified. The contract is awarded on a lowest price, technically acceptable basis to responsible contractors who meet all FAR 9.1 responsibility criteria, including financial stability, ethical record, and capability to perform. The contract has a one-year base period with four additional one-year option periods, for a maximum term of five years, and may be extended by up to six months total under FAR 52.217-8. The contractor must submit a Quality Control Management Plan by the 20th of each month for the following month and ensure weekly inspections of plants and equipment. A named Project Manager with at least five years of relevant experience must be proposed and documented with a resume. Compliance with numerous FAR clauses including security prohibitions, identity verification, whistleblower rights, and safeguarding of information systems is mandatory. Contractors must maintain active SAM registration with a unique entity identifier and CAGE code, provide a taxpayer identification number, submit proof of Defense Base Act insurance, and certify compliance with anti-trafficking requirements under executive orders. Additional requirements include wearing long-sleeved shirts and safety shoes on-site, adherence to controlled unclassified information standards, and submission of electronic proposals in PDF format under 10MB each to AbuDhabicontracts@state.gov.
