Gasoline and Diesel Fuel Bulk Tank Delivery Services

The City of Turlock is soliciting bids for a firm fixed-price contract to provide as-needed bulk delivery of unleaded gasoline and ultra-low sulfur diesel fuel to two storage tanks at Fire Station 33. The estimated annual requirements are approximately 2,800 gallons of regular unleaded gasoline with an octane rating of 87 or higher meeting ASTM D4814 standards, and 10,900 gallons of ultra-low sulfur diesel meeting ASTM D975 standards. Deliveries are expected 2 to 3 times per month and must be completed within 24 hours of a request during standard business hours, although emergency deliveries may be required. Pricing is based on the OPIS weekly average for the Stockton, California market area plus a vendor markup. The resulting agreement will have a five-year term and will be awarded to the lowest responsive and responsible bidder, with a 5% preference up to 5,000 dollars granted to Qualified Local Vendors. The selected supplier must adhere to strict insurance requirements, including 5 million dollars in commercial automobile liability, 5 million dollars in contractor's pollution insurance, and 10 million dollars in general aggregate commercial general liability. Additionally, the vendor is responsible for inspecting tanks for leaks during each delivery and providing detailed delivery tickets. Payments are made in arrears within 30 days of invoice receipt following city approval of satisfactory service.
