General Building Contractor Services - Standing Offer List

The Municipality of the County of Kings is establishing a Standing Offer List for General Building Contractor Services to handle low value construction work, defined as projects with an anticipated cost of 100,000 Canadian Dollars or less, including non-recoverable HST. The scope of work encompasses municipal infrastructure such as administration and office buildings, treatment plant buildings, pump station buildings, and other outbuilding structures. This procurement mechanism is designed for as-needed requirements and does not replace the municipality's obligation for open competition on larger projects. The Standing Offer list will remain in effect until March 31, 2029, with specific project details, schedules, and pricing determined through individual call-up events. Qualified providers are selected through a multi-stage evaluation process involving mandatory requirement checks, a technical scoring system out of 100 points, and an assessment of past performance. Up to four of the highest-scoring proponents will be appointed to the list. Selected contractors must adhere to the National Building Code, Municipal Standard Specifications, and CSA standards for all electrical and machinery devices. The agreement is governed by the laws of Nova Scotia and Canada. Key requirements for providers include maintaining appropriate insurance, providing security clearances or criminal record checks for personnel when requested, and ensuring all goods are delivered to the specified delivery point between 8:30 a.m. and 4:00 p.m. Nova Scotia time. All transactions are conducted in Canadian Dollars, and the municipality maintains a 30-day inspection period to accept or reject goods and services.
