General Consultant and Inspection Services

The New York State Bridge Authority is soliciting proposals from licensed professional engineering firms to serve as the General Consulting Engineer. This role involves providing essential engineering and inspection services for five Hudson River crossings and the Walkway Over the Hudson, including the Rip Van Winkle, Kingston-Rhinecliff, Middletown, Newburgh-Beacon, and Bear Mountain bridges. Key responsibilities include conducting annual maintenance inspections for three bridges per year, providing illustrated inspection reports, updating bridge inventories, and offering five- and fifteen-year capital recommendations. The consultant will also provide financial support through replacement-value and Maintenance Reserve Fund estimates, trustee certification support, and ongoing consultation with the Executive Director and Chief Engineer. Additionally, the scope includes small-scale construction inspection assignments and design services under a $500,000 annual term contract. The contract is scheduled for a three-year term beginning in 2027, with an option to extend for an additional three years. To qualify, firms must demonstrate an extensive history of performing similar work on bridges of comparable size and type, specifically showing expertise with large suspension bridges and through-truss or under-deck-truss structures. The Authority requires the continuous involvement of experienced company principals in the contract's execution. There is a significant emphasis on diversity, with a total Minority and Women Business Enterprise (MWBE) goal of 30.00% and strong encouragement for proposers to demonstrate commitments to both MWBE and Service-Disabled Veteran-Owned Business (SDVOB) programs.
