General Contractors

The Peterborough Victoria Northumberland and Clarington Catholic District School Board is issuing Request for Supplier Qualifications 2027-SQ-01 to establish a prequalified roster of General Contractors under a Master Framework Agreement. The Board seeks experienced firms capable of managing construction projects valued between $100,000 and $5,000,000, including structural repairs, major accessibility projects, and interior or exterior renovations. A critical requirement is the ability to execute complex works within tight timelines, specifically during the summer months of July and August. Selected contractors will be responsible for all labor, tools, equipment, and materials, while providing comprehensive project management, procurement, and coordination between the Board and subcontractors. The evaluation process will select the top ten ranked respondents based on company information, personnel experience, health and safety policies, and WSIB Business Total LTI Rates. Applicants must submit electronic bids by October 29, 2026, at 3:00 PM, as hard-copy submissions will not be accepted. Qualified firms must provide an organizational chart, a quality management plan, and evidence of safety procedures for occupied spaces. Awarded contracts will require Performance and Labour and Material Payment Bonds each equal to 50 percent of the total contract price, and insurance from providers with an A.M. Best rating of B+ or greater. Additionally, second-stage tenders will be subject to the Municipal Buy Ontario Procurement Directive, requiring a Domestic Supply Chain Plan.
