General Plan Update, Zoning Code and Map Amendment, and Climate Action and Adaptation Plan (CAAP)

The City of Lake Elsinore is advancing a comprehensive update to its land use and environmental planning framework through the General Plan Update, Zoning Code and Map Amendment, and Climate Action and Adaptation Plan. The General Plan Update builds upon the 2011 comprehensive plan and the 2022 Housing Element, aligning with state statutory mandates and the 2023 General Plan Guidelines to guide future development, coordinate with regional planning initiatives, and establish strategies for reducing greenhouse gas emissions and addressing climate change impacts. The associated Environmental Impact Report evaluates each of the seven elements of the updated plan to ensure compliance and coherence. Simultaneously, the Zoning Code and Map Amendment will revise the city’s zoning regulations and map to fully implement the policies and land use designations outlined in the General Plan, ensuring regulatory alignment with the city’s long-term vision. The Climate Action and Adaptation Plan serves as the strategic backbone for climate resilience, providing a baseline assessment of current greenhouse gas emissions, forecasting future emissions based on projected growth, setting measurable reduction targets, and outlining specific adaptation measures to mitigate identified climate hazards. Together, these components form an integrated approach to sustainable development, environmental protection, and community preparedness in the face of a changing climate.
