General Plan Update, Zoning Code and Map Amendment, and Climate Action and Adaptation Plan (CAAP)

The City of Lake Elsinore is implementing a comprehensive planning initiative consisting of three integrated components: the General Plan Update (GPU), the Zoning Code and Map Amendment (ZCA), and the Climate Action and Adaptation Plan (CAAP). The GPU serves as the primary guide for long-range physical development and public services, succeeding the 2011 plan and incorporating the 2023 General Plan Guidelines. To implement these policies, the ZCA revises zoning regulations and maps, introducing new land use categories such as Mixed Use and Medium High Density Residential. The CAAP provides a strategic framework to reduce greenhouse gas emissions and establish climate adaptation strategies based on baseline assessments and future growth forecasts. To support these initiatives, the City has developed a Programmatic Environmental Impact Report (PEIR) in compliance with the California Environmental Quality Act (CEQA). This environmental review includes specialized technical analyses on air quality, noise and vibration, energy consumption, and greenhouse gas emissions, as well as documented tribal consultations. The project also incorporates a detailed Existing Conditions Atlas and a Transportation Existing Conditions Report to guide multimodal infrastructure planning through 2045. Administrative oversight is managed by the Community Development Director, Damaris Abraham, with project management support from MIG, Inc.
