Rome Hill Commercial Project

The Rome Hill Commercial Project, managed by the City of Lake Elsinore under Planning Application No. 2021-19, involves the development of a 6.77-acre site at Grand Avenue and Kathryn Way in Riverside County, California. The project consists of two phases to construct two commercial manufacturing warehouses with office space totaling 92,760 square feet. Phase 1 features a 46,276 square foot building with two 60-foot loading docks, and Phase 2 consists of a 46,484 square foot warehouse. The development includes drought-tolerant landscaping and off-site driveway access from an adjacent property. To facilitate this, the project requires several entitlement approvals, including a General Plan Amendment to change land use to Light Industrial, a Zone Change to Commercial Manufacturing, a Conditional Use Permit for outdoor storage, a Commercial Design Review, and a variance to reduce the front yard setback from 15 to 6 feet. The project is subject to the California Environmental Quality Act, with a Mitigated Negative Declaration confirming no significant environmental impacts. Comprehensive technical studies have been conducted covering air quality, greenhouse gas emissions, noise, trip generation, and biological resources, including consistency with the Western Riverside County Multiple Species Habitat Conservation Plan. Additional assessments include a Phase I Environmental Site Assessment, a geotechnical update, and paleontological and cultural resource surveys. Construction is scheduled to begin on June 1, 2025, with operations starting in 2026. Strict compliance measures are mandated for dust control, grading activities, and archaeological monitoring, including the use of qualified monitors during earth-moving operations and adherence to specific tribal consultation and confidentiality protocols for cultural resources.
