The Department of Commerce, through the National Telecommunications and Information Administration’s Institute for Telecommunications Sciences, is soliciting proposals for the purchase and installation of a Generac SG050NA 50 kW Stationary Outdoor Backup Generator or an equal model at the Table Mountain Advanced Communications Test Site in Longmont, Colorado. The requirement is structured as a Firm Fixed Price Contract under a 100% small business set-aside, classified under NAICS code 238290, and will be awarded using the Lowest Priced Technically Acceptable (LPTA) source selection process. Offerors must submit complete technical and price quotations in electronic format, limited to five and three pages respectively, using specified fonts, margins, and file types, with no hard copies accepted. The technical scope includes site preparation, seismic-compliant concrete pad installation, generator and transfer switch integration, battery and heater systems, alarm and annunciator panels, and final commissioning with as-built documentation and operator training, all compliant with NFPA 99, NFPA 110, UL 6200, CSA C22.2 No. 178, and IBC Seismic Certification standards. Contractors must also test for asbestos and hazardous materials on-site and prepare remediation plans. A mandatory site visit is scheduled for May 26–27, 2026, between 9 a.m. and 1 p.m. Mountain Time at 8600 North 39th Street, Longmont, CO 80503; interested parties must register in advance with Blen Gabriel and Jacqueline Brown, with no more than two representatives per company permitted. All communications must be conducted electronically, and the contract will include clauses addressing contracting officer authority, compliance with laws, organizational conflict of interest, security requirements for information technology, and place of acceptance. The period of performance may extend up to 365 days after award, and failure to meet all technical and procedural requirements will result in non-acceptance of the proposal.
