NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with current active efforts focusing on Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific project aims to automate and refine AI/ML classification algorithms for the autonomous detection of man-made surface and subsurface objects using ICESat-2 and GEDI space lidar data, progressing the technology from TRL 4 to TRL 5 or 6. The LASER project has a Phase 2 budget of 854,000 dollars for a 15-month period of performance estimated to begin on February 15, 2027. Key performance metrics include a probability of detection greater than 75 percent, a probability of error less than 25 percent, and positional accuracy within 1 meter for underwater targets and centimeter scale for above-ground targets. Deliverables include a kick-off brief, AI/ML methodology reports, a comprehensive final report, and a final software demonstration. The government may issue the award as either a procurement contract or an Other Transaction Agreement. Administrative requirements mandate that proposals follow a strict four-volume template, including technical, cost, and security volumes. Security is a critical component, with requirements ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the work performed. Contractors must comply with DFARS 252.204-7012 for cybersecurity and utilize the Invoice Processing Platform for electronic payments. Evaluation is based on a multi-step process consisting of a conformance review and a scientific/technical review, with awards granted to the most advantageous proposals.

The National Geospatial-Intelligence Agency (NGA) is soliciting proposals for Human Resource Management II (HRM II) to provide comprehensive, end-to-end human capital support services for approximately 8,500 personnel. This commercial effort, conducted under FAR Part 12 and 15, covers the entire employee lifecycle, including talent acquisition, strategic workforce planning, personnel data processing via PeopleSoft, benefits processing, and retirement tracking. The contract is structured as a performance-based agreement featuring a one-year base period from March 2, 2027, to March 1, 2028, with four subsequent twelve-month option periods.
