Scope: The Contractor shall provide SMUD with labor, materials and equipment necessary to make various tests and perform various services within SMUD’s service area, which includes the cities of Citrus Heights, Elk Grove, Folsom, Galt, Rancho Cordova, and Sacramento as well as Sacramento County. However, on occasion, work may also be performed at SMUD’s hydroelectric facilities in El Dorado and Placer Counties, or the Wind Generating facility in Solano County.
The Contractor shall provide all labor, material, and equipment required to provide geotechnical engineering, geological studies, materials testing, and specialized inspection services, including welding, roofing and coatings, to SMUD on an “as needed” basis.
The Contractor providing geotechnical engineering, materials testing, and special inspection services will have staff capable of meeting the requirements of SMUD. To the extent that the Contractor lacks specific expertise, a professional group of subcontractors or associate firms should be assembled to complement the Contractor’s expertise. Geotechnical engineering services may include geotechnical field exploration, geotechnical laboratory testing, and geotechnical reports on surface and subsurface conditions at a site.
Special inspection and material testing services may include construction materials sampling, performing quality test of materials, inspection and quality control by qualified special inspectors to ensure conformance to the construction plans and specifications, all applicable codes and standards and to the CBC Chapter 17 in the areas of: soil, structural steel, masonry, concrete, reinforcing steel, drilled pier construction, aggregate base & asphalt concrete, fireproofing, roofing, material coatings, destructive and non-destructive testing, geotechnical monitoring and testing. Special inspectors should be certified by American Concrete Institute (ACI), International Code Council (ICC), National Institute for Certification in Engineering Technologies (NICET), American Society of Nondestructive Testing (ASNT), American Petroleum Institute (API), and National Association of Corrosion Engineers (NACE) Coating Inspector Program (CIP) Level III, where applicable.
Structural steel weld inspection services may include field and shop structural steel weld inspections for purposes of verifying conformance to AWS D1.1, CBC Chapter 17, and the construction plans and specifications. Review of material test reports and visual inspection of all materials used. Review of weld procedures used. Perform visual weld inspections (VT), magnetic particle (MT), and Ultrasonic (UT) inspections of structural steel welds. Provide written report detailing results of all weld inspections and identifying locations of any defects discovered and corrective measures taken. Structural steel weld inspectors should be a certified American Welding Society (AWS) Certified Weld Inspector (CWI) Level 3.
Laboratory testing shall be done by laboratories accredited through the Nationals Institute of Standards and Technology (NIST) by participating in the Cement and Concrete Reference Laboratory (CCRL) proficiency sample and laboratory inspection programs, AASHTO Materials Reference Laboratory (AMRL) proficiency sample program and the AASHTO laboratory accreditation program.
Bolt testing and steel / welding inspections will be accomplished by U.T., X-ray, Dye Penetrant Inspection (DPI), visual and other methods as directed.
For drilled pier construction, special inspection may include observation of drilled piers constructed using the slurry displacement method and obtaining and testing slurry samples, review and inspection of drilled shaft field conditions for compliance with plans and specifications, observation of ground water control methods, check water discharge from pumps to determine the percent of fines carried in the water, determine when bearing material has been reached and when the depth of pier is adequate by perfor
