The Regional District of Central Okanagan is seeking proposals from experienced organizations for the design and construction of the Gerstmar Bridge, a pedestrian bridge spanning Mission Creek in Kelowna, BC. The project will follow a Progressive Design-Build approach consisting of two phases. Phase 1 involves preliminary and detailed design work, including site surveys, geotechnical engineering, regulatory confirmation, and cost estimating, to be completed by mid-May 2026 under a fixed-fee Consulting Services Agreement with a maximum budget of $550,000 excluding GST. Phase 2, which is optional and subject to District approval, covers the production of construction documents and the actual construction work. This phase’s cost will be determined after Phase 1, based on a stipulated contract price composed of a fixed fee for documents, estimated construction costs, and a markup fee, with construction scheduled primarily during the fish timing window from August 7 to 23, 2026. The contract for Phase 1 will be governed by a Consulting Services Agreement, and if Phase 2 proceeds, the contract will transition to a modified CCDC14-2013 Design-Build Stipulated Price Contract. The District reserves the right to conduct a new procurement process for Phase 2 if contract terms cannot be mutually agreed upon, including price and schedule. The project requires adherence to environmental regulations linked to water and fish timing windows, and detailed scope and requirements are provided within the RFP documents accessible to interested parties. Responses to the RFP were due by February 24, 2026, and further inquiries can be directed to the contracting authority via provided contact information.
