GJ26-153 TUID District Management Services

The Ticaboo Utility Improvement District (TUID) is soliciting proposals for professional District Management Services to oversee the operation, administration, and regulatory compliance of its utility systems and public infrastructure. The scope of work includes the management of electric distribution, power generation, culinary water, wastewater lagoon systems, fuel systems, and solid waste operations in coordination with Garfield County. Key responsibilities encompass financial oversight, budgeting, billing coordination, and the submission of mandatory compliance reports to state and federal agencies. The selected provider must be capable of operating in a remote rural environment and must maintain essential certifications, including Utah water and wastewater operator licenses and cross-connection system administrator credentials. The procurement process follows a two-phase evaluation based on a total possible score of 1,000 points. Proposers must first achieve a minimum of 450 technical points out of 700 to advance to the cost evaluation, where a maximum of 300 points are awarded based on the lowest proposed price. Proposals must be submitted as two separate documents, a technical proposal and a cost proposal, by October 31, 2026, at 5:00 PM MT. Questions are due by October 27, 2026.
