GJ27-125 UIPA - Advertising Strategy, Media Buying, and Creative Services

The Utah Inland Port Authority (UIPA) is soliciting professional services for advertising strategy, media buying, and creative services to support the PortSLC brand and increase awareness of Utah's industrial and logistics advantages. The scope is divided into two independent categories: Advertising Strategy, Media Buying and Campaign Management, and Creative and Graphic Design Services. The objective is to supplement the internal Marketing and Communications team in business recruitment and industry attraction. Preference is given to offerors with proven experience promoting Utah to external audiences for economic development. Proposals must be submitted via the U3P/Bonfire portal by November 19, 2026, at 5:00 PM MT, with questions due by November 12, 2026. To be eligible, offerors must meet mandatory minimum requirements, including ten years of relevant professional experience and the submission of a separate cost proposal featuring a blended hourly rate for each category. The award will be granted to the highest scoring responsible offeror based on technical criteria, an optional interview presentation, and cost. Technical proposals must reach a minimum threshold of 560 points to proceed to the final evaluation stages. The contract is governed by UIPA Standard Terms and Conditions, which include compliance with Utah Code 63G-27 regarding anti-boycott actions and various federal and state non-discrimination laws. Payments are processed within 30 days of receiving a correct invoice. All physical deliveries are F.O.B. destination, and the UIPA retains a 30-day inspection period upon delivery. Offerors may claim business confidentiality for certain records via Appendix B, though pricing information remains public.
