The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Greiner Bio-One of Monroe, North Carolina, for the following laboratory items: (105) of item number 126263-2DG [Cryo.s 2ml< ST, EXT, NAT, 14x4 Datamatrix (500/case), cryovials with 2D barcode for ultra-low temperature storage of patient specimens] and (50) of item number 803202 [Rack, Cyros, Black, Low Lid, For 1 and 2 ml (20/case), cryoboxes for storing of cryovials]. The Protein Biomarker Laboratory (PBL) at CDC is performing biomonitoring projects as part of the CDC Clinical Standardization Programs and Studies and the CDC Hormone Project. The items number 126263-2DG (cryovials with 2D barcode for ultra-low temperature storage of patient specimens) and 803202 (cryoboxes for storing of cryovials) are the only items that meet the compact footprint requirements for use with existing sample preparation instrumentation and freezer racks for cryobox storage, and allow the user to quickly scan all of the 2D barcodes on the cryovials from the bottom of the cryobox, without removal of cryovials or opening of the cryobox. The use of cryovials and cryoboxes without the same dimensions as items number 126263-2DG and 803202 from Greiner Bio-One would require the purchase of additional instrumentation for sample preparation, and would require additional time for staff training and instrument reprogramming. Additionally, the use of cryovials and cryoboxes that do not meet the dimensions of items 126263-2DG and 803202 would require the purchase of additional freezers and different freezer racks for storage from what currently exist in the laboratory. The items 126263-2DG and 803202 from Greiner Bio-One also feature an integrated, non-removable 2D barcode for efficient sample tracking and organizing, which is compatible with existing barcode scanning equipment. For these reasons the Greiner Bio-One products are considered to be the only known source that meets all required criteria. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within six (6) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to contract specialist at email@cdc.gov by 3:00PM (eastern) on 8/19/2014.
