AI Contract Overview
The National Geospatial-Intelligence Agency is seeking industry input through a Request for Information to inform the future acquisition of high-precision Global Navigation Satellite System receivers capable of sub-millimeter phase center stability for geodetic applications. The target system must track and record GPS and Galileo L1 and L2 code and carrier phase measurements, output data in RINEX format or include a cross-platform binary-to-RINEX conversion utility, and operate autonomously under field conditions with a minimum 90-minute dwell time. Deployment scenarios involve multiple receivers spaced approximately 30 meters apart, collecting static data for at least two independent 90-minute sessions to yield repeatable vector measurements. The hardware and software must be unclassified, support National Security Geospatial-Intelligence standards, prioritize open source and non-proprietary code, operate in cloud environments, and comply with Federal Supply Chain security requirements. Respondents are required to submit a white paper no longer than ten pages in Times Roman 12-point font with one-inch margins, formatted in Microsoft Word or compatible format, and marked “UNCLASSIFIED” on every page. All submissions must be emailed by 11:00 AM CT on June 22, 2026, to the designated NGA contracting officers with a specified subject line. The response must include company details, DUNS and CAGE codes, SAM registration status, small business certifications, and information about accounting and purchasing system adequacy. While this RFI does not constitute a solicitation or binding obligation to award a contract, it is intended to guide the design and procurement strategy for a potential acquisition planned for fiscal year 2027 with a proposed period of performance from October 1, 2026, to September 30, 2027. Participation in a small business set-aside requires that at least 50 percent of the cost of personnel performance be performed by the respondent, and all offerors must address potential organizational conflicts of interest under FAR Part 9.5 as this acquisition involves commercial and non-developmental items.
