AI Contract Overview
The U.S. Army’s Global Tactical Edge Acquisition Directorate (G-TEAD) has launched Accelerated Capability Event #4, known as xTech | Kinetic Reach, as a prize competition to rapidly identify and onboard innovative, operationally ready technologies (TRL 6+) into its Library of Competed Capabilities. Vendors participating in this challenge must submit white papers between June 5 and June 30, 2026, with finalists selected in August 2026 to demonstrate their solutions during a live Soldier Exercise in Wiesbaden, Germany, from November 1 to 24, 2026. Winners receive prize funding, may leave behind equipment for operational evaluation, and are onboarded into the G-TEAD Library, making them eligible for direct, non-competitive follow-on contracts or Prototype Other Transaction Agreements under 10 USC 4022, including follow-on production authority. Army Service Component Commands may also directly purchase selected capabilities for immediate deployment, and vendors may be offered Master Business Agreements for continued support. This initiative operates under multiple flexible acquisition authorities including prize competitions (10 USC 4025), Prototype Other Transactions (10 USC 4022), Broad Agency Announcements, and Commercial Solutions Openings, enabling rapid procurement across U.S., NATO, and allied forces through direct contracts, Foreign Military Sales, or Direct Commercial Sales. Foreign companies are eligible to participate provided they comply with export controls and are not from a Foreign Country of Concern. The G-TEAD Library serves as a pre-competed procurement platform, eliminating repeat competitions for onboarded vendors and allowing Army, DoD, and partner entities to order capabilities quickly based on demonstrated performance. While an Alternate Pathway for submissions exists, it remains inactive with no announced timeline, and inquiries on it are not accepted. The official submission portal is https://www.xtech.army.mil, with additional opportunities for Phase II SBIR proposals and OTA agreements available following the competition’s conclusion.

Description
The U.S. Army announces the launch of the Global Tactical Edge Acquisition Directorate (G-TEAD) Library of Competed Capabilities, a flexible acquisition vehicle and innovation platform designed to accelerate delivery of operationally ready (TRL 6+) equipment and software to the Army and U.S. Army Service Component Commands (USASCCs) and allied/partner nations.
The G-TEAD Library of Competed Capabilities utilizes Accelerated Capability Events (ACEs) via including, but not limited to, Prize Challenge events (e.g., Army xTech Program) and Alternate Pathway submissions through open call announcements to create a competitive, compliant, and scalable acquisition framework. Vendors who qualify will have their capabilities added to the G-TEAD Library of Competed Capabilities and remain eligible for rapid follow-on contracts, agreements, or Orders without the need for further competition.
This SAM notice is to highlight ACE #4 - xTech | Kinetic Reach. Selected vendors will receive prize funds, demonstrate solutions in Germany, may leave behind kits for follow-on operational evaluation, and may be awarded a Prototype OT Agreement (10 USC 4022) with 10 USC 4022 (f) - Follow-on Production Contracts or Transactions included. Winners will be onboarded into the G-TEAD Library of Competed Capabilities for potential follow-on procurement following the planned event. In addition, G-TEAD provides funding to ASCC commanders to select one or two of the winners to purchase capabilities for deployment. Vendors that leave behind equipment may be offered a Master Business Agreement for potential follow-on procurement by ASCC units.
