Missile Defense Agency - Nimble Options for Buying Layered Effects (NOBLE) Announcement
Solicitation # HQ0860-25-S-0001
The Missile Defense Agency Nimble Options for Buying Layered Effects (NOBLE) Announcement, solicitation number HQ0860-25-S-0001, is an overarching acquisition strategy active from March 27, 2025, through March 27, 2030. Rather than a single contract, it serves as a consolidated framework to rapidly develop, prototype, and field disruptive missile defense technologies across the entire kill chain. The program focuses on three primary technical areas: Kinetic and Hypersonic Defense for cost-efficient interceptors, Command, Control, and Battle Management utilizing AI and quantum computing, and Space-based Sensors, Interceptors, and Effectors to maintain space domain awareness. Under this framework, the MDA will release individual solicitations using various authorities, including FAR-based procurement contracts and Other Transaction (OT) agreements. Each individual solicitation will define its own specific technical requirements, evaluation criteria, funding levels, and submission deadlines. Interested parties must be registered in the System for Award Management (SAM) and are directed to monitor SAM.gov and the MDA Opportunity Marketplace for new opportunities, such as the Mobile Integrated Launch Capability, Low-Cost Kill Vehicle, and Shipborne Phased Array Instrumentation Radar. All offerors are subject to Organizational Conflict of Interest rules per FAR Subpart 9.5 and DFARS Subpart 209.5. Security requirements include compliance with NIST SP 800-171 and the Cybersecurity Maturity Model Certification (CMMC) program, with some efforts requiring secure interfacing with classified systems. All unclassified communications regarding the NOBLE program should be directed to MDA-NOBLE@mail.mil.

Mobile Integrated Launch Capability
Solicitation # 26-MDA-12366
The Missile Defense Agency (MDA) is soliciting innovative and cost-efficient alternatives to current air drop C-17 target launches through the Mobile Integrated Launch Capability (MILC) program. The objective is to develop mobile launch platforms capable of deploying short to long range target missile systems from any location worldwide to increase launch cadence and reduce costs. This effort is structured in two phases: Phase I focuses on detailed design, engagement analysis, and prototype costing with an objective performance period of three to six months; Phase II involves prototyping, ground testing, and the delivery of one launch platform for a target vehicle system launch, with an objective performance period of twelve to twenty-four months. The solicitation is open to large and small businesses, non-traditional defense contractors, and accredited educational institutions. Interested parties must submit white papers detailing their technical approach, design concepts, and a Rough Order of Magnitude cost estimate. Selection is based on a two-step process evaluating technical merit, innovation, potential utility to agency programs, schedule, and lifecycle cost. Awardees must possess an active Secret Facility Clearance and adhere to strict cybersecurity and Controlled Unclassified Information (CUI) marking requirements. The MDA will consider various contract types, including fixed price and cost reimbursement, as well as Other Transaction (OT) Agreements.

This solicitation is open for a five-year period from May 9, 2025, to May 8, 2030, and utilizes a two-step competitive process. In the first step, industry partners submit white papers for evaluation based on technical merit, importance to agency programs, and funding availability. Selected offerors then proceed to a second step involving detailed negotiations. The agency is open to various contract types and authorities, including FAR-based procurements, Other Transaction (OT) agreements, Broad Agency Announcements (BAA), Prototype Entry Points (PEP), and Commercial Solutions Openings (CSO). White paper submissions must be sent electronically to MDA.ACC-WP@mail.mil and include a title page, executive summary, program description, program plan with a milestone chart, description of prior work, a Rough Order of Magnitude cost estimate, and a program summary quad chart. Evaluation is weighted heavily toward technical achievement (50%), with research capabilities (25%) and program management (25%) making up the remainder. Offerors must be registered in the System for Award Management (SAM) and are required to disclose any organizational conflicts of interest using MDA Form DA-78-F2. Security requirements include compliance with NIST SP 800-171 and the Cybersecurity Maturity Model Certification (CMMC) program where applicable.
