20 April 2021 Update **The GM Futures effort will replace the DSC contract with separate contract awards for Ground-Based Midcourse Defense Weapons System; Systems Integration, Test and Readiness; and three sole source contracts for the In-Service Fleet.** The Missile Defense Agency (MDA) is issuing this draft solicitation to design, develop, test, and field the next Ground-Based Midcourse Defense (GMD) Weapon System (GWS) Program. The GWS acquisition will continue to provide warfighter capability to operate the GMD weapon system, develop GWS software and hardware for the current Ground Based Interceptor (GBI) and upcoming Next Generation Interceptor (NGI) fleet (with up to two different initial development designs), increase capacity, capability and throughput for messages between communications systems and Kill Vehicles (KV), and update the legacy system to remain effective while NGI is under development. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). This is a DRAFT RFP issued for information and planning purposes only in accordance with FAR 15.201. This DRAFT RFP does not constitute a formal RFP, it is not a commitment by the Government to award a contract, nor does the issuance restrict the Government's acquisition approach. This draft RFP is subject to change. The Government will not pay any costs incurred by a potential Offeror as a result of the posting of this draft solicitation. The MDA intends to competitively award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to a single source based on Full & Open competition. The North American Industry Classification System (NAICS) code for this acquisition will be 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). . Foreign Ownership Exclusion: The Draft RFP contains classified information. Therefore, recipients must be U.S. firms/businesses (i.e. not under Foreign Ownership, Control, or Influence (FOCI)). In accordance with DoD 5220.22-M, a U.S. company is considered under FOCI whenever a foreign interest has the power, direct or indirect, whether or not exercised, and whether or not exercisable through the ownership of the U.S. company's securities, by contractual arrangements or other means, to direct or decide matters affecting the management or operations of that company in a manner which may result in unauthorized access to classified information or may adversely affect the performance of classified contracts. Access to the GWS draft solicitation/Bidder's Library is restricted to Offerors that have been cleared by MDA Contracting and Security Officials. Dissemination by Offerors to subcontractors will be in accordance with the GWS DD Form 254, which MDA will provide upon access approval. Subcontractor access is the responsibility of the Offeror. In order to receive the classified documents, the respondent requires a facility security clearance of no less than SECRET. This requirement shall be flowed down from the Prime Offeror to all subcontractors prior to dissemination of information. Potential prime offerors and respective subcontractors shall only use the information covered by these access instructions to prepare an offer on the GMD Future acquisition and destroy the information at the conclusion of proposal activities. For access requests, Offerors must complete the Document Access Agreement and Request Form and the Contact Information Form. Please return the completed forms to the Unclassified GWS Email Account (GWSFutures@mda.mil). Utilize DoDSAFE as necessary. Missile Defense Agency - Nimble Options for Buying Layered Effects (NOBLE) Announcement
Solicitation # HQ0860-25-S-0001
The Missile Defense Agency Nimble Options for Buying Layered Effects (NOBLE) Announcement, solicitation number HQ0860-25-S-0001, is an overarching acquisition strategy active from March 27, 2025, through March 27, 2030. Rather than a single contract, it serves as a consolidated framework to rapidly develop, prototype, and field disruptive missile defense technologies across the entire kill chain. The program focuses on three primary technical areas: Kinetic and Hypersonic Defense for cost-efficient interceptors, Command, Control, and Battle Management utilizing AI and quantum computing, and Space-based Sensors, Interceptors, and Effectors to maintain space domain awareness. Under this framework, the MDA will release individual solicitations using various authorities, including FAR-based procurement contracts and Other Transaction (OT) agreements. Each individual solicitation will define its own specific technical requirements, evaluation criteria, funding levels, and submission deadlines. Interested parties must be registered in the System for Award Management (SAM) and are directed to monitor SAM.gov and the MDA Opportunity Marketplace for new opportunities, such as the Mobile Integrated Launch Capability, Low-Cost Kill Vehicle, and Shipborne Phased Array Instrumentation Radar. All offerors are subject to Organizational Conflict of Interest rules per FAR Subpart 9.5 and DFARS Subpart 209.5. Security requirements include compliance with NIST SP 800-171 and the Cybersecurity Maturity Model Certification (CMMC) program, with some efforts requiring secure interfacing with classified systems. All unclassified communications regarding the NOBLE program should be directed to MDA-NOBLE@mail.mil.

Mobile Integrated Launch Capability
Solicitation # 26-MDA-12366
The Missile Defense Agency (MDA) is soliciting innovative and cost-efficient alternatives to current air drop C-17 target launches through the Mobile Integrated Launch Capability (MILC) program. The objective is to develop mobile launch platforms capable of deploying short to long range target missile systems from any location worldwide to increase launch cadence and reduce costs. This effort is structured in two phases: Phase I focuses on detailed design, engagement analysis, and prototype costing with an objective performance period of three to six months; Phase II involves prototyping, ground testing, and the delivery of one launch platform for a target vehicle system launch, with an objective performance period of twelve to twenty-four months. The solicitation is open to large and small businesses, non-traditional defense contractors, and accredited educational institutions. Interested parties must submit white papers detailing their technical approach, design concepts, and a Rough Order of Magnitude cost estimate. Selection is based on a two-step process evaluating technical merit, innovation, potential utility to agency programs, schedule, and lifecycle cost. Awardees must possess an active Secret Facility Clearance and adhere to strict cybersecurity and Controlled Unclassified Information (CUI) marking requirements. The MDA will consider various contract types, including fixed price and cost reimbursement, as well as Other Transaction (OT) Agreements.

Key technical requirements include C-17 military airlift and tactical ground vehicle compatibility, rapid setup and teardown capabilities, and a modular open-system architecture. Performance will be evaluated through a series of pass/fail gates focusing on hardware/software readiness, manufacturing feasibility, and operational utility. The government encourages collaborative teaming between prime contractors, non-traditional defense contractors, and small businesses, expecting a shared commitment through resource alignment or co-investment. All offerors must possess or obtain a Facility Security Clearance through the Defense Counterintelligence and Security Agency prior to the start of the first cycle. Performance will take place at Redstone Arsenal, Alabama. This notice serves as a pre-solicitation and does not constitute a formal request for proposal.
