Golf Course Management and Maintenance Services

The City of Modesto is soliciting proposals for comprehensive management, operation, and maintenance services at four key recreational sites: Creekside Golf Course, Dryden Park Golf Course, the former Municipal Golf Course now maintained as parkland, and the First Tee Program Site. Proposers may bid for full-service management and maintenance, management only, or maintenance only, with the contract term spanning five years—two initial years plus three optional one-year extensions at the City’s discretion. The scope includes all aspects of golf operations such as tee time management, pro shop functions, cart fleet maintenance, turf and irrigation management, bunker and tree upkeep, and parkland maintenance per defined standards including biweekly mowing to a three-inch height, annual aerification, and pest control. Performance metrics are strictly defined, requiring a minimum of 98% annual course availability, 85% turf quality, and 95% irrigation system uptime, with failure to meet these standards subject to penalties or termination. The contract mandates compliance with California prevailing wage laws under the Labor Code, DIR registration for public works, and adherence to federal and state non-discrimination statutes including the ADA and FEHA. Contractors must secure and maintain a valid City business license, obtain all necessary permits, and be responsible for acquiring and sustaining any liquor licenses if applicable. All work must be performed on-site, with inspection and acceptance conducted by the City based on objective performance criteria. Proposals must be submitted via the City’s OpenGov Procurement Portal by September 8, 2026, at 11:00 AM Pacific Time, and must include mandatory forms such as the Subcontractor List, Prevailing Wage Form, Levine Act Statement, and a Detailed Business Plan. Evaluation will be based on a trade-off process using a 100-point scoring system weighted as follows: 20% each for the Detailed Business Plan, Qualifications and Certifications of Personnel, Proposed Equipment, and Cost; 10% each for References and Background of the Firm. No Lowest Price Technically Acceptable approach is used, and cost is only one component among critical technical considerations. Contractors must provide a Performance and Payment Bond for Year 1, maintain all required licenses, and are prohibited from assigning rights without explicit consent. Special cost items—including tree fertilization, bunker sand replacement, golf accessory installations, and fine tree pruning—require prior written approval from the City.
