Goodfellow Chapel Catholic Religious Education Coordinator

This contract is for the provision of Catholic Religious Education services at Goodfellow Air Force Base, Texas, under a Firm-Fixed-Price arrangement as a 100% Women-Owned Small Business set-aside. The primary requirement is the delivery of a Catholic Religious Education Coordinator who will operate under the guidance of the Catholic Chaplain to manage and implement a comprehensive religious education program consistent with the Second Vatican Council and American Conference of Catholic Bishops guidelines. The coordinator must be physically present every Sunday from 10:30 a.m. to 2:30 p.m. at either the RE building or Taylor Chapel, and work an additional four hours during the weekday, with flexibility to adjust schedules as approved by the Chaplain. Key responsibilities include developing and maintaining the RE calendar and databases, organizing and conducting at least one catechist training session before the school year and one per quarter, managing curriculum and materials, coordinating volunteer recruitment and background checks, tracking attendance, and submitting monthly and quarterly metrics. Performance is based on a Lowest Price Technically Acceptable evaluation method, where proposals must first pass all technical requirements to be eligible for award, with selection determined solely by the lowest responsive and responsible bid. The contract spans one base year starting 10 August 2026 and includes four one-year option periods extending through 9 August 2031, with a total potential performance period of five years. All offerors must maintain an active SAM registration, provide a Unique Entity Identifier, and acknowledge registration in WAWF for electronic invoicing, which is mandatory for all payment requests using the “Invoice 2in1” format. The solicitation requires a single five-page proposal containing the base and option year pricing, and a capability statement demonstrating prior successful delivery of similar chapel or church-based religious services.
