Goss Stadium Rightfield Bleachers Design-Build Services

Oregon State University is seeking a single Design-Builder through a competitive two-step Request for Proposal process to provide professional design and construction services for the Goss Stadium Rightfield Bleachers project. The project is intended to be executed as a Progressive Design-Build and involves the installation of a bleacher system for approximately 1,400 fans and 15 wheelchair spaces, a 9,600 square foot building structure featuring a full locker room and associated facilities, and shelled spaces for at least two concessions. Additional scope includes exterior fan restrooms designed for 1,500 people, the removal of the existing video board, and the installation of a new video board, scoreboard upgrades, and a sound system. The Design-Builder is also responsible for procuring all necessary geotechnical services and surveys, ensuring the exterior structure matches the existing Goss facility and meets all Historic District and university standards. The project timeline anticipates construction starting after the 2027 baseball season in July, with substantial completion required by February 1, 2028, and final completion for the 2028 season. Selection is based on a weighted evaluation of experience and past performance, qualifications of key personnel, and project understanding and approach, with price proposals evaluated only after non-price criteria are scored. The contract requires compliance with Oregon BOLI prevailing wage rates, apprenticeship requirements, and the provision of performance and payment bonds for contracts exceeding 100,000 dollars. Quality assurance is managed through an independent testing laboratory employed by the university, and the contractor must adhere to the Oregon Structural Specialty Code. Payment is processed monthly via the University Financial Services office, with progress payments made within 30 days of an approved application.
