Oregon State University is seeking a sole source contract with Civan Advanced Technologies Ltd. to acquire a high power programmable beam-shaping laser for the Pacific Northwest Institute for Advanced Manufacturing. This specialized equipment is essential for providing technical assistance and training to small manufacturers in the aerospace, defense, semiconductor, and energy-storage sectors. The laser must meet rigorous technical standards, including a continuous-wave near-infrared output of at least 16 kW, dynamic beam shaping via coherent beam combining, and the ability to reconfigure beam patterns at MHz rates without moving optical elements. The system must support arbitrary, user-programmable intensity distributions and integrate seamlessly with a six-axis robotic manipulator and an existing Proto Manufacturing roboXRD X-ray diffractometer. Key requirements include an open command interface for synchronization with robot motion, a user-accessible pattern library for process recipes, and comprehensive vendor training support. Civan Advanced Technologies Ltd. has been identified as the only supplier capable of meeting these specific technical parameters and operational needs. Challenges to this sole source determination must be submitted to Cassandra Hurd by the response deadline of October 28, 2026.

Full Description

Oregon State University intends to contract for the provision of a high power programmable beam-shaping laser from Civan Advanced Technologies Ltd. as a sole source because of the contractor being the only provider able to meet critical parameters or timeframes to support the research and/or business needs of the university. OSU is in need for the laser at its Pacific Northwest Institute for Advanced Manufacturing (PACNW-IAM). PACNW-IAM delivers technical assistance and hands-on training in advanced manufacturing to small manufacturers in the Pacific Northwest, many of which supply the regional aerospace, defense, semiconductor, and energy-storage sectors. The institute's role is to give those firms access to a capability they cannot individually justify, together with the training and process guidance needed to apply it. Minimum technical specifications required by the business need are below: 1. Continuous-wave near-infrared output of at least 16 kW from a single laser source. 2. Dynamic beam shaping produced by coherent beam combining of a phased fiber-amplifier array, with electro-optic (non-mechanical) phase control. 3. Beam pattern reconfiguration at MHz rates (sub-microsecond switching), with no moving optical elements and no scanner inertia. 4. Arbitrary, user-programmable intensity distributions - including ring, split-spot, and multi-spot patterns - with independent, asymmetric power allocation among the constituent sub-beams. 5. Deterministic, repeatable pattern generation under program control, with an open command interface permitting synchronization of beam-shape changes with robot motion and external process monitoring. 6. Suitability for integration onto a six-axis robotic manipulator and for both directed energy deposition heads and keyhole welding optics. 7. Compatibility with existing OSU equipment: the work cell must co-locate and interoperate with a Proto Manufacturing roboXRD six-axis robotic X-ray diffractometer (OSU-owned), including shared safety interlocking, fixturing, and specimen registration, so that processed coupons transfer to diffraction measurement without loss of positional reference. 8. An open, user-accessible pattern library rather than a fixed, factory-locked profile set, so that institute staff and client personnel can define and save process recipes during training and technical assistance engagements. 9. Vendor applications-engineering and operator training support suitable for a facility whose purpose is instructing external personnel. Required supplier expertise: demonstrated production deployment of coherently combined high-power fiber laser architectures, and an applications record in beam-shaping process development for additive manufacturing and dissimilar-metal joining. Civan Advanced Technologies Ltd. is the only supplier known to OSU that manufactures a commercially available laser meeting the minim specifications. An entity may challenge this determination no later than the closing date indicated on the website. Challenges must be submitted to Cassandra Hurd by email at cassandra.hurd@oregonstate.edu.

Solicitation SPE8E5-27-T-0253 is a fixed-price, total small business set-aside request for quotations issued by the DLA Troop Support Construction and Equipment office. The procurement is for 12 units of a commercial off-the-shelf critical application item described as a welding gas torch wire feeder gun, specifically Miller Electric Mfg. LLC part number Spoolmatic 30A (NSN 3431-01-444-0138). The required delivery date is June 16, 2026, with a need ship date of August 31, 2026, and a delivery lead time of 48 days after order. Delivery is FOB Origin, with inspection and acceptance occurring at the destination, specifically the DLA Distribution DDSP New Cumberland Facility in Pennsylvania. The contract mandates strict adherence to DLA technical and quality requirements, including packaging and marking standards MIL-STD-2073-1E and MIL-STD-129. Special material restrictions prohibit the intentional addition of mercury or mercury-containing compounds to the hardware. Compliance with the Buy American Act and Berry Amendment is required, and offerors must submit quotes via the DLA Internet Bid Board System. Administrative requirements include the use of the Wide Area WorkFlow system for electronic invoicing and payment requests, as well as compliance with NIST SP 800-171 and DFARS cybersecurity standards for safeguarding covered defense information.

Hatfield Marine Science Center Strategic Positioning and Innovation Ecosystem Analysis - Request for Proposal
Solicitation # 1295784
Oregon State University is seeking a consulting partner to conduct a strategic and economic assessment of the Hatfield Marine Science Center (HMSC) to determine its future role, competitive position, and investment priorities for long-term financial sustainability. The project is divided into two primary phases: Strategic Positioning, which involves benchmarking HMSC against North American marine labs and research complexes using the National Association of Marine Laboratories as a primary source, and Innovation Ecosystem and Economic Sustainability, which focuses on evaluating opportunities for industry engagement, commercialization, and venture capital. Proposers must submit their responses through the OSU Workday Strategic Sourcing portal by November 10, 2026. The selection process is a multi-stage evaluation based on responsiveness and a scoring system totaling 100 points, where the lowest price receives maximum price points. Required submittals include company experience, itemized pricing, certifications, and references. The resulting contract will be governed by Oregon state law and OSU policies, with additional federal compliance requirements including the Byrd Anti-Lobbying Amendment for contracts over 100,000 dollars and the Clean Air Act and Federal Water Pollution Control Act for payments exceeding 150,000 dollars. Awarded contractors must maintain general liability insurance and adhere to strict non-discrimination, equal opportunity, and OSHA safety regulations. Payment is typically processed within 30 to 45 days following the acceptance of completed services by the university.
