Full Description

Oregon State University intends to contract for the provision of Alumni Pathways and Rhetorik Data Share Software from Lightcast as a sole source because of the contractor being the only provider able to meet critical parameters or timeframes to support the research and/or business needs of the university. OSU is strengthening its understanding of alumni career pathways and using these insights to support the growth and relaunch of our professional master’s (MEng) programs. In order to efficiently and effectively identify prospective students for the suite of Corvallis and Ecampus-based MEng degree programs. We have also identified a need to more comprehensively understand and communicate the value and impact of an OSU engineering degree using specific outcomes as evidence, including employment, career progression, earnings, and continued education and credential completion. This requires a complete picture of alumni outcomes including where graduates work, how their careers have progressed, and whether they have completed additional education or credentials, since leaving OSU with their engineering degree. With the data enabled through this effort we will strengthen the College’s ability to communicate graduate success to university leadership, prospective students and their families, employers, and other stakeholders, including state and federal agencies. The solution must provide comprehensive professional profile, skills, employer, labor market, education, contact, and alumni outcomes data to support both alumni analysis and program-specific recruitment. It must provide current domestic and international alumni career information, including employers, job titles, occupations, industries, skills, geography, education and career pathways, estimated wages, and available PII/contact information, with professional and alumni data sourced and updated monthly. The solution must also provide audience-building capabilities that allow the College of Engineering to develop program-specific ideal candidate profiles (ICPs) and identify prospective audiences based on skills, occupation, industry, employer, education, experience, geography, and other professional characteristics. Data must address applicable privacy and data protection requirements, including GDPR (the EU's General Data Protection Regulation) where applicable, and allow alumni career and skills insights to inform prospective audience identification and recruitment. The Software must be able to : 1) Identify undergraduate alumni who may be strong candidates for professional master’s programs based on their education, career stage, industry, and professional trajectory. 2) Expand recruitment beyond OSU alumni by identifying prospective students whose backgrounds and careers align with specific professional master’s programs. 3) Identify the audiences, industries, employers, and markets with the strongest potential for enrollment growth in our existing professional master’s programs. Lightcast is uniquely positioned to meet COE's business needs because the proposed solution combines Alumni Pathways with Rhetorik's professional profile and audience-building capabilities, providing alumni outcomes, skills and employer intelligence, domestic and international coverage, monthly data sourcing, available PII/contact information, and program-specific, ideal candidate profiles. An entity may challenge this determination no later than the closing date indicated on the website. Challenges must be submitted to Cassandra Hurd by email at cassandra.hurd@oregonstate.edu
