This solicitation, numbered SPE4A7-26-T-618J, seeks a single structural fitting (NSN 1560004981192) under a fixed-price contract, with delivery due in 457 days from award and a required ship date of December 6, 2026. The item is subject to stringent technical and quality requirements defined in the DLA Master List of Technical and Quality Requirements, with specific 'R' or 'I' identifiers referenced for compliance. Inspection and acceptance must occur at origin, and the manufacturer’s quality system must meet or exceed SAE AS9003 or ISO 9001 tailored to AS9003 standards. First article testing is mandatory, requiring two units to be delivered within 193 calendar days to Warner Robins ALCMC for government evaluation, with a formal approval decision due within 150 days of receipt. Packaging must adhere to MIL-STD-2073-1E and DLA Packaging Requirements RP001, while marking must follow MIL-STD-129 with a special marking code of 00 and specific labeling for any items containing radioactive materials above specified thresholds. The solicitation is not a small business set-aside but incorporates a HUBZone price evaluation preference for certified small businesses. Delivery is FOB origin to Robins AFB, GA, with electronic invoicing via WAWF required. Export control is a critical requirement—the technical data involved is classified under ITAR or EAR, restricting disclosure to foreign persons and nations without prior authorization. To be eligible for award, offerors must possess an active US/Canada Joint Certification Program certification, complete mandatory DOD export control training and DLA’s questionnaire, and receive formal approval from the DLA controlling authority to access export-controlled information. Failure to meet these export requirements or to submit a Safety Data Sheet prior to award results in ineligibility. The contract incorporates a comprehensive suite of FAR and DFARS clauses addressing cybersecurity, safeguarding covered defense information, prohibition of hexavalent chromium, Buy American and Berry Amendment compliance, whistleblower rights, and electronic payment submissions. Contractors must also register with DLA’s AMPS system to access the Vendor Shipment Module and comply with System for Award Management (SAM) registration requirements. All submissions must be made via the DIBBS portal by August 13, 2026.
