GPO TTP printed sleeves and Inserts

The U.S. Government Publishing Office (GPO) is soliciting proposals under contract number 040ADV-26-R-0004 for the procurement of finished Trusted Traveler Program (TTP) printed sleeves and inserts, which are used by the Department of Homeland Security to protect embedded chip cards from unauthorized access and physical damage. This is a single award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a five-year performance period from October 1, 2026, through September 30, 2031, and an ordering period extending through the same end date, with delivery allowed up to one year thereafter. The work involves manufacturing complete TTP sleeve and insert units, including printing, die-cutting, folding, and gluing, with EMI shielding material fabricated to meet strict technical specifications such as ASTM D1000 thickness standards, ISO/IEC 7810 ID-1 dimensions, and functional equivalence to GSA APL-approved FIPS 201 card sleeves. The contract is Firm Fixed Price and requires full compliance with Materials Management Acquisition Regulation provisions. Proposals must be submitted electronically by June 22, 2026, at 5:00 p.m. EDT, and must be organized into two volumes: a Technical Proposal (not exceeding 45 pages) covering approach, corporate capability, and past performance, and a Business Proposal containing pricing using the mandatory Excel template, cost narratives, and a completed SF-33 form. All offerors must be registered in the System for Award Management (SAM) with a valid Unique Entity Identifier (UEI), and proposals must designate a point of contact with full contact information. Proposals must include samples of sleeves and inserts that pass mandatory pass/fail testing, and failure to comply with Section L formatting or sample criteria will disqualify the offer. Evaluation will follow the Highest Technically Rated Offeror with Reasonable Price (HTRO-RP) methodology, prioritizing technical excellence before assessing price fairness and reasonableness, with no trade-offs permitted between cost and technical factors. The contractor must adhere to stringent packaging and shipping requirements, including plain outer packaging with no external markings, tamper-evident internal seals, and use of secure shippers with track-and-trace capabilities. All shipments must be delivered FOB destination to either GPO’s Washington, DC or Stennis Space Center, MS locations, with packaging slips and precise labeling per G
