Farseer: Quantum Sensing for ISRThe Department of Defense, through the Defense Innovation Unit, is launching the Farseer program to accelerate the transition of quantum sensing and timing technologies into operational Intelligence, Surveillance, and Reconnaissance capabilities. The program targets four key Lines of Effort: quantum magnetometers, gravimeters, portable atomic clocks, and critical component technologies that reduce Size, Weight, and Power while improving manufacturability. These advancements aim to overcome the fundamental sensitivity-SWaP trade-offs of classical systems, enabling warfighters to operate with greater precision, resilience, and situational awareness in contested, multi-domain environments. Quantum magnetometers must detect signals above 100 Hz with performance surpassing current benchmarks, gravimeters must function effectively in static, low-dynamics, and high-dynamics contexts meeting precise microgravity resolution metrics, and portable clocks must deliver ultra-stable timing outputs at 10 MHz, 100 MHz, and 1 PPS with compact form factors aligned to tactical platform constraints. Component technologies must support these systems through innovations in chip-scale lasers, photonic circuits, cryogenics, and vapor cells, while strengthening the domestic quantum supply chain. Vendors are invited to submit solution briefs tailored to one or more LoEs, with an emphasis on prototype readiness within three to nine months of award and a clear roadmap to achieve final performance goals within two to three years. Solutions must align with Sensor Open System Architecture principles, demonstrate dual-use commercial potential, and include evidence of prior testing or integration on defense or commercial platforms. Proposals must detail ruggedness levels, current and target Technology and Manufacturing Readiness Levels, proprietary software interfaces, and any foreign-sourced critical components or investor ties to adversarial nations. The program operates under the Other Transactions Authority, allowing for rapid award and follow-on production without competitive bidding. All submissions must be received by July 11, 2026, and are expected to feature unique innovations that outperform the state of the art, with modular, scalable designs capable of iterative insertion into evolving DoW systems.

Amendment 1: Market Survey Announcement for Distance Measuring Equipment (DME) Ground Transponder SystemThe Department of Transportation’s 693KA8 System Operations Contracts office has issued a Market Survey Announcement for the Distance Measuring Equipment (DME) Ground Transponder System under solicitation number FAADMEMSA2026, with a response deadline of July 21, 2026, at 5:00 p.m. ET. This action is strictly informational and does not constitute a formal solicitation for proposals, bids, or binding agreements; no procurement strategy has been determined, and no evaluation factors or contract value are established. Respondents are requested to provide technical and commercial information, including their business size, location, status (such as small, large, or woman-owned), and annual production capacity for DME/N systems, which are solid-state ground station transponders designed for use in the National Airspace System to provide aircraft slant range distance and facility identification data. The technical baseline is defined by FAA-E-37016, dated June 24, 2025, which specifies performance, design, and test requirements for narrow-spectrum DME transponders operating with RF cable lengths up to 500 feet and maintaining performance after two years in non-operational storage. Compliance with international standards such as ICAO Annex 10 and multiple U.S. federal and industry specifications—including FAA-C-1217H, FAA-G-2100J, MIL-STD-461G, MIL-STD-810H, ASME Y14.44, and IEEE C95.1-2019—is mandated. Equipment must meet stringent environmental withstand requirements during shipping and storage, including survivability in temperature ranges from -46°C to +71°C. All hardware must ensure personnel safety by eliminating hazards from sharp edges and moving parts, and designs must comply with human factors and visibility requirements for labels, fuse ratings, and line-replaceable unit identification without disassembly. Responses must be submitted electronically to Michael Jones and Victor Jefferson by the deadline, formatted in Word or PDF with a minimum 12-point font, limited to 70 pages total, including a mandatory 25–50 page Requirements Verification Matrix and up to 20 pages addressing Section 8 requirements. The solicitation emphasizes protection of sensitive unclassified information under 5 U.S.C. § 552(b)(4) and applies Buy America and FAA Buy American Preference requirements. Questions must be submitted
