GPS Anti-Jamming Antenna

The Department of National Defence is seeking the supply of 56 anti-jamming antennas and 56 associated power supplies to enhance the navigational resilience of Royal Canadian Navy vessels in GPS-denied environments. The requirement specifies that the antennas must conform to Part Number GAJT-710MS, National Stock Number 5985-20-A0S-8654, and NCAGE code 38757 or an equivalent product, with 38 units designated for the antenna and 38 for the power supply, and an additional 18 antennas required. All materials must be new and comply with the latest drawings, specifications, and part numbers in effect at the offer closing date. The solicitation mandates that each antenna be individually packaged, properly labeled with manufacturer and specification numbers, and clearly marked with the manufacturer’s name and part number via stamping or etching. Packaging and shipping must adhere to Canadian Forces Packaging Specification D-LM-008-036/SF-000, with palletized shipments over 0.566 m³ or 15.88 kg required to use standard 1.22 m x 1.02 m four-way forklift entry wood pallets, not exceeding 1.19 m in total height, and loaded to ensure no part extends more than 2.54 cm beyond the pallet edges. Items must be grouped by stock number on each pallet, with mixed-item pallets clearly labeled. Proposals must be submitted in one of Canada’s two official languages and include four distinct sections: Technical Offer, Financial Offer, Offer Submission Form, and Offeror Declaration Form, each as a hard copy on 8.5 x 11 inch paper. Offers must be delivered to the Bid Receiving Unit in Gatineau, QC, or via email before the deadline of June 4, 2026, at 14:00 EDT. The evaluation is based on a lowest price technically acceptable (LPTA) model, where compliance with mandatory technical criteria is a pass/fail gate; non-compliant offers will be disqualified regardless of price. Successful bidders must deliver all goods Delivered Duty Paid (DDP) per Incoterms 2020 to CFB Halifax and CFB Esquimalt, with full payment tied to delivery and inspection. Invoices must be submitted per delivery, detailing itemized costs, taxes, delivery method, and
