SpEC: OPPORTUNITY OVERVIEW: Coming Soon Notice: Released on 04 September 2026 The Space Systems Command (SSC) is preparing to release a prototype project for a new Global Positioning System (GPS) ground command and control initiative intended to support the launch and operation of future Government GPS satellites. The Gen4 ground project is focused on designing, developing, and prototyping critical components, functions, software and hardware for a resilient GPS command and control segment architecture founded on a Modular Open Systems Approach (MOSA). GPS Gen4 Ground will feature an automated, modernized, resilient, and highly modular ground architecture which will allow for GPS operation into the future. This architecture will consist of an application framework (may include on-premises hardware and/or cloud-based services) featuring common and mission unique software applications, and commercial solutions capable of commanding, controlling and monitoring a next-generation Government Positioning, Navigation, and Timing (PNT) constellation. Key Areas of Interest may include: Modern Software and Application Development: Utilizing modern, modular, and resilient software practices to accelerate application delivery, deployment, and long-term maintenance. Reduced Operator Workload: Leveraging automation, modernized operator interfaces, and smart workflows to minimize mission execution friction and operational footprint. Dual Control Segment Operations: Implementing concurrent command and control systems capable of managing both modernized future satellites and legacy GPS space vehicles (SVs). FAA Design Assurance: Formulating design assurance and safety architecture necessary to meet strict Federal Aviation Administration (FAA) integrity requirements. Robust Kalman Filter Implementation: Developing high-fidelity filtering capabilities to support precision tracking, orbit determination, and systemic integrity. PNT Situational Awareness Integration: Incorporating robust, real-time Positioning, Navigation, and Timing (PNT) situational awareness data into the unified ground architecture. Performance-Incentivized Contracting Constructs: Incorporating feedback on innovative acquisition strategies—such as milestone- or prize-based milestones—to incentivize successful capability demonstrations during the prototyping and development phase.
