The Mohave County Flood Control District is soliciting bids for Phase 3 of the Grace Neal Channel project, a regional flood control initiative designed to intercept upstream flows and convey them to the Mohave Wash. This phase involves excavation and lining of the channel from Eastview Road to Bank Street, reconstruction of the upper segment of Phase 1 from Roosevelt Street to Bank Street to enhance channel and culvert capacities, and the construction of a new channel segment from Eastview Road to the Summerhaven inlet. The design must accommodate 100-year flood flows based on the Grace Neal Channel Design Concept Report Update, operating under a supercritical flow regime, and must conform to detailed plans, specifications, and geotechnical requirements outlined in the contract documents including Attachment B (Plans), Attachment C (Drainage Design Report), and Attachment D (Specs). The work includes expanding an existing box culvert at Bank Street, installing safety rails, drainage ditches, offsite inlets, asphalt pavement replacement, curb and gutter, and concrete sidewalks. The project is funded through grants, including support from the Environmental Protection Agency, and is subject to federal compliance requirements such as Buy America, Davis-Bacon Act, and 2 CFR § 200.327, as well as state regulations including A.R.S. Title 34 for bonding and A.R.S. § 23-214(A) for immigration law compliance. The contract is issued as an Invitation for Bid with a submission deadline of August 5, 2026, and awards will be made to the lowest responsive and responsible bidder. Contract performance must be completed within 180 calendar days from the Notice to Proceed, with liquidated damages of $910 per day for delays. Contractors must provide performance and payment bonds as required by state law, maintain insurance coverage throughout the contract term and warranty periods, and comply with OSHA, ADA, and hazardous materials regulations. All materials, including gabions, Reno Mattresses Plus, and tied concrete block mats, must be shipped in collapsed, factory-banded forms with specific labeling requirements for dimensions, quantity, and color code. The contractor must submit as-built drawings and a point file for final acceptance and maintain financial records in accordance with GAAP for three years beyond contract completion, subject to audit by the County. The project enforces a 4% SBE/DBE participation goal, and contractors must demonstrate good-faith efforts to engage certified disadvantaged business enterprises. Payments will be processed within

Full Description

The Grace Neal Channel is located on the north side of the planned Grace Neal Parkway. Upstream flows will be intercepted by this regional channel and conveyed to the Mohave Wash. The regional channel has been split into four phases. Phase 1 was constructed in 2019. Phase 2 and 3 have been roughly excavated but not lined. A local developer, who owns property adjacent to Phase 3, has plans to cross the channel in two locations with RCB culverts to be constructed in coordination with this project. These box culverts are not part of this County project but the contractors are expected to work together during construction. Funds for the basin construction come from grants, supplemented by budgeted money from the Mohave County Flood Control District.
