This contract involves the one-time sealed bid sale of four used granite slabs, previously part of a coordinate measuring machine (CMM) at Tinker Air Force Base in Oklahoma City, Oklahoma. The slabs vary in size and weight, ranging from a small slab weighing approximately 6,042 pounds to a large slab weighing over 25,000 pounds, with a total combined weight exceeding 34,000 pounds. The granite slabs are non-hazardous, grey in color, and used for precision measurement in aircraft maintenance. Notably, all slabs contain naturally occurring radioactive material (NORM), with three pieces showing levels below background radiation and the largest piece exhibiting levels above background but still within safe exposure limits as per Nuclear Regulatory Commission guidelines. Potential buyers should note that the slabs will be sold as-is, including the pallets and shoring used for packing. Inspection and removal of the slabs are allowed Monday through Friday during specified hours, with a 48-hour notice required for inspection or removal. The government will handle loading onto flatbed trailers. Payment must be made in full prior to removal, with no bid deposit required, and accepted forms include cashier’s checks, credit cards, and certified checks. The contract includes references to various standard federal sales terms and conditions such as liability insurance and contract work hours. Bids are to be submitted online or via fax or email, but not directly to the sales contracting officer by phone. All relevant contact information for inspection, bidding, and payment is provided in the contract documentation.

This sale is only for the granite slab components of the CMM and no other components or parts of the CMM as shown in the photos. Granite slabs are non-hazardous and were used by maintenance shop personnel when part of a CMM for precision measuring of Aircraft parts. Granite slabs have naturally occurring radiation. A radioactive survey of the granite slabs, dated 30 September 2015 and performed by the 72d Medical Group, is incorporated by reference. The survey indicated Items 1-3 have naturally occurring radioactive material (NORM) that was below naturally occurring background levels. Item 4, the largest piece, was identified to have NORM above background levels. The RPO compared the readings for Item 4 against the US Nuclear Regulatory Commission's "dose limits for individual members of the public" at 10 CFR 20.1301. An annual exposure level was calculated by the RPO. The Nuclear Regulatory Commission regualtion 10 CFR part 20.1301 states that total dose to individual members of the publice cannot exceed 0.1 rem (1 mSv) in a year. To calculate public annual exposure, the "Assessing Exposure to Radon and Radiation from Granite Countertops" document, prepared by Environmental and Health Engineering, Inc., used conservative values of 4 hours of exposure per day, 365 days per year. To allow for direct comparison with the annual dose valuse in that document and the NRC limit, an annual public dose (mSv) was calculated below for the large slab (item 4). Annual Exposure (mSv) calculation: =(18.1microrem/hr)x(1 rem/10^6 microrem)x(1 mSV/0.1 rem)x(4 hours/day)x(365 days/year) =0.264 mSv/year The RPO found the reading for item 4 (0.264 mSv/year)to be below the annual exposure level considered harmful to the public (1 mSv/year).
