Grant Consulting Services

The City of Homestead is seeking to establish a pre-qualified pool of consultants through RFP#202633 to provide comprehensive grant consulting services. The scope of work includes grant funding research and identification, grant writing and application development, and post-award grant management and administration. The city aims to leverage these services to support capital improvements, infrastructure, public services, technology, and community development initiatives. The anticipated contract term is three years, with the option for two additional one-year renewals, for a maximum total duration of five years. Qualified firms must possess at least three years of demonstrated experience providing similar services to public agencies and must be licensed to do business in the State of Florida. Proposals are due electronically by October 15, 2026, at 2:00 pm EST. Selection is based on the best value and most advantageous proposal, determined by consensus. Consultants are required to maintain specific insurance coverages, including Commercial General Liability of $1,000,000 per occurrence, and must comply with various federal and state regulations, including 2 CFR Part 200, the E-Verify system, and the Americans with Disabilities Act. Compensation is based on hourly rates quoted by the offeror and is paid upon the satisfactory completion of deliverables.
