This is a SOURCES SOUGHT SYNOPSIS announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. UMSB Contracting has been tasked to solicit for and award a contract for Graphics & Museum Display Installation in support of the 249th Engineering Battalion.


The proposed contract is expected to be a Firm-Fixed-Price (FFP) contract. The purpose of this announcement and the attached Draft Scope of Work (SOW) is to gather industry comments, suggestions, or questions before the official release of the solicitation. The NAICS code for this action is 541430 – Graphic Design Services.


The 249th Engineer Battalion (Prime Power) intends to modernize and upgrade the ground floor of its headquarters at Building 1418, Fort Belvoir, VA. The objective of this project is to create a museum-quality, immersive hallway environment that visually communicates the unit’s rich history, lineage, honors, and mission to service members, distinguished visitors, and guests.



  • This will be achieved through a turnkey project encompassing:
  • Initial site survey, precise laser measurements, and wall surface adhesion testing.
  • Cohesive graphic design and visual conceptualization services utilizing Government Furnished Information (GFI).
  • Fabrication of high-durability, commercial-grade architectural vinyl wraps, dimensional 3D acrylic/metal lettering, and museum standoff panels.
  • Secure on-post installation at Fort Belvoir, VA.


It is asked that interested parties respond to this sources sought synopsis with the following information:


Please provide the following information:


1. Name of the firm point of contact, phone number, email address, CAGE code, SAM UEI number, small business status and socio-economic status as listed in the System for Award Management and the corresponding NAICS code.


2. Company's technical capability to perform a contract of this scope and complexity to include, but not limited to:


(a). Comments on the attached DRAFT SOW.  


(b). Demonstrate your company has the resources, personnel, and equipment necessary to provide the requested calibration support services by providing 3 examples of comparable work performed within the past 3 years with a brief description of the project, customer names, contact information and dollar value of the projects.


3. A rough order of magnitude estimate for the entire action, including design, site testing, fabrication of materials (vinyl, 3D elements, standoff panels), shipping, and onsite installation.


4. Other Considerations:


  • Are there any supply chain or material lead-time issues for commercial-grade architectural vinyl or standoff panels that could affect the proposed 30-day installation window post-design approval?
  • Given that the site is located in a secure military facility requiring constant escorts, do you anticipate any logistical or labor hour challenges that the Government should account for in the final solicitation?
  • Do you recommend conducting a pre-proposal site visit/walkthrough for all prospective bidders during the official solicitation phase, or is the provided layout diagram sufficient for final pricing?
