This solicitation, numbered W50S8626QA013, seeks quotations for a Firm-Fixed-Price Blanket Purchase Agreement (BPA) to supply various types of gravel and aggregate materials to the Alpena Combat Readiness Training Center and the Grayling Air to Ground Range. The requirement is set aside 100% for small businesses under NAICS code 212321, and the resulting BPA will have a five-year term from July 15, 2026, through July 14, 2031. Four line items are specified: 23A Limestone Road Mix, 21 AC Road Gravel, #57 Stone Limestone, and Decomposed Granite, all to be measured and priced in cubic yards. The initial BPA call is expected to be for approximately 2,000 cubic yards of 23A Limestone Road Mix delivered to Grayling, though exact quantities and types may change before issuance. Pricing must be submitted through Attachment 3, the Pricing Worksheet, with all shipping and delivery costs included in the unit price—no separate charges are permitted. Delivery is order-dependent and must occur within ten days of order placement, beginning no later than 48 hours after receipt of an order, at either Alpena, Michigan or Frederic, Michigan. All quotations must be submitted via email by 11:00 AM EDT on July 7, 2026, and must include proof of an active SAM registration, the Offeror’s CAGE code and Unique Entity Identifier, completed representations and certifications in accordance with FAR 52.204-7(c)(1), and full compliance with all solicitation terms including the statement of agreement. The evaluation will be based on price, technical specifications of the materials, and past performance on similar government or civil contracts, with award to the most advantageous offeror. Materials must meet strict quality standards, being free of contaminants, clay lumps, and organic debris, and must adhere to regional commercial gradation specifications. Contracts will be governed by the Revolutionary FAR Overhaul provisions and applicable DFARS class deviations, with invoicing and payment processed through Wide Area Workflow using EFT or the Government Wide Purchase Card, routed via DFAS Limestone in Columbus, Ohio. Contractors must comply with installation access protocols including a designated single point of contact for base clearance, adherence to traffic and security regulations, and mandatory identification for all personnel.
