AI Contract Overview
The government is soliciting quotations under solicitation number W50S8626QA013 to establish between one and three firm-fixed-price Blanket Purchase Agreements (BPAs) for the supply of commercial gravel products to support the Alpena Combat Readiness Training Center and Grayling Air to Ground Range. This is a 100% small business set-aside under NAICS code 212321, with four distinct line items: 23A Limestone Road Mix, 21 AC Road Gravel, Number 57 Stone Limestone, and Decomposed Granite, each with specific technical requirements defined in the Description of Requirement. All deliveries are order-dependent and must be made to either Alpena, Michigan, or Frederic, Michigan. The government has not yet obligated funds for this requirement, and award is contingent upon future availability of appropriations. Offerors must complete and submit Attachment 3 – Pricing Worksheet, which will determine unit pricing for initial call orders, including a first anticipated order of approximately 2,000 cubic yards of 23A Limestone to the Grayling range. All pricing must be fully inclusive of delivery, with no separate shipping charges. The RFQ has been extended to July 15, 2026, and responses are due by July 7, 2026, via email to the designated point of contact. All proposed items must comply with U.S. Department of Defense packaging and marking standards, including MIL-STD-130 for Unique Item Identifier (UII) labeling via 2D Data Matrix barcodes when applicable and MIL-STD-129 for shipment labeling. Invoices must be submitted electronically through the Wide Area WorkFlow system, and compliance with numerous FAR and DFARS clauses is required, including those addressing whistleblower rights, trafficking in persons, buy American provisions, and prohibitions on transactions with entities in the Xinjiang region or the Maduro regime. Evaluation will be based on price, technical compliance, and past performance with no assigned weights or risk ratings, allowing for a trade-off award determination where the most advantageous offer—rather than the lowest priced—will be selected. Offerors must certify small business status and comply with representation requirements regarding entity identification, subcontracting, and prohibited suppliers. Delivery must commence within 48 hours of order placement and conclude within 10 days, with inspection and acceptance occurring at the delivery location. No formal FOB terms are defined, and the contracting
