Gravel Road Paving - 2

The contract is for the preparation and paving of nine existing gravel roads in Boone County, Missouri, including N. Boothe Ln., Brennen Dr., Finnegan Ct., Coats Ln., James Sapp Rd., JD Sapp Rd., Franklin Rd., Robbie Forbis Rd., and Willet Rd. The work scope encompasses tree removal, replacement of driveway and cross-road culverts, minor placement of aggregate fill, aggregate base grading and compaction, installation of a 3-inch bituminous base asphalt layer and a 2-inch BP-2 asphalt surface, ditch grading and restoration, and centerline striping. The project must be completed within 65 working days, with a firm completion deadline of November 13, 2026, and liquidated damages of $500 per working day for delays. Recognized holidays include New Year’s Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving, and Christmas, with adjustments if a holiday falls on a Sunday. Bids must be submitted electronically through the Euna Solutions portal or as sealed physical copies to the Boone County Purchasing Office by 11:00 a.m. on May 28, 2026. The award will be based on a trade-off evaluation that considers suitability to purpose, quality, service, previous experience, price, lifecycle cost, ability to deliver, and any other factor deemed to be in the County’s best interest—making it neither a lowest-price nor a technically acceptable-only selection.
