The acquisition will be conducted under FAR Part 12 as a commercial service, with a set-aside for small businesses under NAICS code 561720. Interested parties may submit qualifications by May 24, 2026, to evaluate whether competition is warranted, though the government retains full discretion to proceed non-competitively. The contract is managed from NASA Glenn’s Cleveland, Ohio facility and is subject to the Ombudsman provisions outlined in NASA clause 1852.215-84.

NASA Glenn Research Center (GRC) has a requirement for the extension of the GRC Janitorial services contract. These services include: basic, regularly scheduled services including: drinking fountain and wash station cleaning; mirror and glass cleaning; elevator cleaning; dusting/cleaning entrances, hallways, and carpeted areas; clean and service restrooms, medical offices, and laboratories; machine scrub restroom floors; clean inside stairs, stairwells, ramps, and landings; clean inside floors; hard floor cleaning; vacuum carpet and rugs; spray buffing in hallways; dusting/cleaning; recycling program; solid waste removal; strip, seal and wax/finish hard floors; steam clean/shampoo carpet/rugs/walk off mats; pest control; emergency cleaning services; and custodial support for special events.

NASA GRC intends to issue a sole source extension to the current GRC Janitorial services contract with Creative Management Technology, Inc. (CMTI) to acquire these services. Only CMTI has the capability to provide essential and ongoing support services with no lapse in service, which requires an understanding of various NASA policies and procedures, and familiarity with the unique facilities at GRC. Currently, the NASA Shared Services Center (NSSC) is in the process of awarding an Agency-wide janitorial contract to provide these services to all NASA Centers. However, this extension is necessary since the Agency-wide contract is not anticipated to be awarded prior to the completion of the current contract’s period of performance end date, which is July 31, 2026. The anticipated contract structure of this extension will be an initial three-month extension, a second three-month extension, and then six (6) optional one-month extensions, for a total of up to twelve (12) months.

The Government intends to acquire a commercial product or service using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Amanda L. Larsen (Amanda.L.Larsen@nasa.gov) not later than 4:30 pm EST on May 24, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at : https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
