The Naval Air Systems Command (NAVAIR) plans to award a firm fixed price modification to Lockheed Martin Rotary and Mission Systems (LM RMS) for providing an airframe field service representative (FSR) to support the Hellenic Navy's S-70B/MH-60R multi-mission naval aircraft. This effort, under the Basic Ordering Agreement N00019-23-G-0002, is expected to run from August 1, 2026, through July 30, 2028. The contract award will be made on a sole source basis, citing LM RMS as the exclusive source due to their unique expertise as the designer, developer, and manufacturer of the MH-60R and MH-60S aircraft systems. This exclusivity ensures LM RMS is uniquely qualified to provide the necessary technical support, skilled personnel, manufacturing tooling, and related equipment essential for the required services. The planned acquisition will be conducted without full and open competition, as authorized under Title 10 U.S.C. 3204(a)(1) and FAR 6.302-1, which permits contracting with a single responsible source when no other supplier can meet the government's requirements. Although this announcement is not a solicitation for competitive proposals, the government will consider any responses received within thirty days to assess whether a competition should be pursued. The place of performance is in Athens, Greece, supporting the Hellenic Navy, while contract management is handled by the Naval Air Systems Command office located in Patuxent River, Maryland. Questions about subcontracting opportunities can be directed to a designated Lockheed Martin contact, with primary points of contact identified within NAVAIR for this procurement.
