AI Contract Overview
The contract awards Grid 20/20, Inc. a sole-source, firm-fixed price agreement for comprehensive data collection, monitoring, and cybersecurity services at Marine Corps Base Camp Pendleton, with a five-year period of performance from April 27, 2026, to April 26, 2031, including a base year and four optional years. The services center on the ATI HESS software platform, delivering real-time analytics, transformer communications, outage notifications, and GRID Watchdog SaaS capabilities including load and voltage heat maps and feeder voltage profile reports, supporting up to 1,610 devices by the end of option year four. Annual data collection and management services are provided across all years, while onsite and virtual technical support—up to 25 hours per year—is required only during the option years. A critical and non-negotiable requirement is the sustained FedRAMP Impact Level 4 (IL4) cybersecurity compliance, including the annual third-party assessment organization audit, which applies exclusively to the option years and ensures adherence to NIST SP 800-53 controls, CUI/CDI safeguarding per DFARS 252.204-7012 and DoDI 5200.48, and encryption standards based on FIPS 140-2/3. All personnel accessing systems must complete annual CUI training, and the contractor is obligated to report any personnel changes within 48 business hours and return all CUI materials upon contract conclusion. The place of performance is Building 2459 at Camp Pendleton, with final acceptance and audit oversight conducted by NAVFAC EXWC, and invoicing must be processed electronically through WAWF. The contractor’s proprietary technology, exclusive FedRAMP IL4 certification, and lack of technical data rights for alternatives justify the sole-source award under FAR 6.102-3, precluding competitive bidding. No contract value is disclosed in the documentation, despite detailed CLIN structures outlining quantity escalations across the option years. The contract mandates strict compliance with DoD security protocols, prohibits foreign national access to controlled information without approval, and requires adherence to the Privacy Act for personally identifiable information handling.
