Grit and Screenings Transportation for WWTP

The City of Benicia is seeking a contractor to transport grit and screenings generated at its Wastewater Treatment Plant located at 614 East 5th Street to the Keller Canyon Landfill in Pittsburg, California, a distance of 15.6 miles. The plant produces approximately 30 to 40 tons of material annually, with significantly higher volumes expected during digester cleaning operations next scheduled for 2029. Each transport load is contained in a City-approved 10-yard dump box, typically weighing between 3 and 6 tons, and must be watertight and compatible with the City’s existing storage track system. Transportation must occur in compliance with all applicable federal, state, and local regulations regarding classification, packaging, labeling, and placarding of waste. Hauling is scheduled for once per month as requested by WWTP staff, with pickups and drop-offs prohibited before 7:00 a.m., and continuous, uninterrupted service is deemed critical. The contractor must provide vehicles, drivers, and equipment, collect signed waste manifests at the plant, offload at the landfill, and return empty containers to their designated location with completed documentation provided to City personnel. A quarterly report detailing the quantity transported during each calendar quarter—January through March, April through June, July through September, and October through December—is required. The contract requires the vendor to demonstrate proven capacity and experience in performing similar services, with evaluation weighted 30% toward ability and skill, 20% toward cost proposal, 20% toward past performance on comparable projects, 10% toward years and types of prior work, 10% toward claims and litigation history, and 10% toward other relevant factors; award is based on a holistic, non-cost-driven comparative assessment.
