San Benito County Public Works is seeking qualified vendors to provide Caltrans-compliant cold-mix asphalt and SS1 oil for road maintenance and repair projects. The contract is for an initial term of two years with a one-year extension option, requiring the selected vendor to furnish and deliver an estimated 100 tons of cold-mix asphalt and 1 ton of SS1 oil monthly. While regular monthly deliveries are expected, as-needed requests must typically be fulfilled within 24 hours. The award will be based on the overall best value, evaluating price, compliance, and delivery capability, with a 3% local preference for goods up to 500,000 dollars and a preference for California-made materials. Vendors must maintain DIR registration and compliance, adhere to prevailing wage requirements, and carry comprehensive general and excess public liability insurance of at least 1,000,000 to 2,000,000 dollars. All products must be new, commercially produced, and meet Caltrans specifications, with the vendor providing necessary product data sheets and safety data sheets upon request. The County reserves the right to reject materials that are damaged, contaminated, or outside required temperature and specification ranges. Payment is set at net 30 days from the invoice date, with billing occurring one month in arrears. Quotations are due by November 13, 2026, and must remain valid for 90 days.
