IFB 2027-B01 Road Building Material - Hot Mix

Hays County is soliciting bids under IFB 2027-B01 for annual contracts to furnish various hot mix road building materials for the Hays County Transportation Department. The scope includes the supply of Dense-Graded Hot-Mix Asphalt (Types A, B, C, and D) in both small and standard quantities, Thin Overlay Mixtures (Types C and F), material transportation services, and demurrage charges. All materials must conform to the Texas Department of Transportation Standard Specifications for Construction and Maintenance of Highways, Streets, and Bridges adopted November 1, 2014. The contract is awarded based on the lowest unit price bid or best value, with a primary term of one year and the possibility of up to four additional one-year extensions. Bids must be submitted by November 20, 2026, via BidNet Direct or delivered to the Hays County Purchasing office in San Marcos, Texas. Delivery of materials is required on an as-needed basis, either via pickup at the bidder's plant or delivery to the Hays County Transportation Department in Kyle, Texas. The contractor is responsible for all labeling, packing, and the replacement of any rejected non-conforming goods. Compliance requirements include providing proof of Workers' Compensation, Auto Liability, and General Liability insurance, as well as adhering to the Davis-Bacon Act for prevailing wages and various Texas Government Code certifications regarding divestment and non-discrimination. Payment is processed through the County Auditor upon submission of a W-9 and a valid invoice.
