The Missile Defense Agency (MDA) is issuing this Request for Proposal (RFP) to design, develop, test, and field the next Ground-Based Midcourse Defense (GMD) Weapon System (GWS) Program. The GWS acquisition will continue to provide warfighter capability to operate the GMD weapon system, develop GWS software and hardware for the current Ground Based Interceptor (GBI) and upcoming Next Generation Interceptor (NGI) fleet (with up to two different initial designs), increase capacity, capability and through put for messages between communications systems and Kill Vehicles (KV), and update the legacy system to remain effective while NGI is under development. The GWS acquisition is composed of four product areas, GMD Fire Control (GFC), In-Flight Interceptor Communication System (IFICS) Data Terminal (IDT), Ground Support System (GSS) and the GMD Communication Network (GCN). The GFC Software coordinates threat acquisition, tracks the threats, calculates firing solutions, and allocates and schedules interceptor launches. GFC provides an interface with the GMD Operator on console to implement command decisions. GFC will be upgraded to the next GFC version with redesigned software code using Development, Security and Operations (DevSecOps) method. The IDT transmits and receives information from the GFC Node to the GMD interceptor's KV via the IDT. The IDT will be redesigned, developed, upgraded and deployed with Phased Array technology to the Government IDT lab and operational sites to support flight tests and future operations with increased capacity, capability and throughput for messages. The GSS consists of the hardware and software that maintain the interceptor in a state of readiness and prepares the interceptor for launch. The Launch Management system provides health and status monitoring of the interceptor, Launch Support System and Launch Site Components. The GSS system will be maintained for the currently fielded weapon system and upgraded to interface with the NGI system. The GCN is the Fire Control Network for the GMD System. The GCN connects all GMD Components and major Missile Defense System (MDS) interfaces to GFC Nodes at Missile Defense Integration and Operations Center (MDIOC) at Schriever Space Force Base, Colorado and Fort Greely, Alaska (FGA). The Government intends to outfit a new building with an additional communications center at FGA to enhance cybersecurity management and situational monitoring of day-to-day operations. Sustainment Support consists of sustainment engineering, off-site maintenance, element level technical support and obsolescence management of GWS software and hardware for the GMD system in support of the MDS. GWS supports sustainment of the fielded GWS during upgrades and modifications to ensure Weapon System availability IAW Warfighter requirements. This sustainment engineering & obsolescence mitigation directly supports the Systems, Integration, Test and Readiness (SITR) Contractor who will manage the overall Sustainment function for the current fielded and future GWS. A standard form, fit, and function replacement effort will be managed within SITR while obsolescence mitigation via redesign through Sustainment Engineering will be managed within GWS. The MDA intends to competitively award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to a single source based on Full & Open competition in accordance with Federal Acquisition Regulation (FAR) subpart 15.3. The North American Industry Classification System (NAICS) code for this acquisition will be 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). The contract will be for a base period of five years with a five-year option should the Government need to extend the term of the contract in accordance with FAR 52.217-9. Eligible for Award: Offerors are notified that in order to be eligible for award, Offerors must be registered in the System for Award Management (SAM) database in accordance with FAR 4.1102. Missile Defense Agency - Nimble Options for Buying Layered Effects (NOBLE) Announcement
Solicitation # HQ0860-25-S-0001
The Missile Defense Agency Nimble Options for Buying Layered Effects (NOBLE) Announcement, solicitation number HQ0860-25-S-0001, is an overarching acquisition strategy active from March 27, 2025, through March 27, 2030. Rather than a single contract, it serves as a consolidated framework to rapidly develop, prototype, and field disruptive missile defense technologies across the entire kill chain. The program focuses on three primary technical areas: Kinetic and Hypersonic Defense for cost-efficient interceptors, Command, Control, and Battle Management utilizing AI and quantum computing, and Space-based Sensors, Interceptors, and Effectors to maintain space domain awareness. Under this framework, the MDA will release individual solicitations using various authorities, including FAR-based procurement contracts and Other Transaction (OT) agreements. Each individual solicitation will define its own specific technical requirements, evaluation criteria, funding levels, and submission deadlines. Interested parties must be registered in the System for Award Management (SAM) and are directed to monitor SAM.gov and the MDA Opportunity Marketplace for new opportunities, such as the Mobile Integrated Launch Capability, Low-Cost Kill Vehicle, and Shipborne Phased Array Instrumentation Radar. All offerors are subject to Organizational Conflict of Interest rules per FAR Subpart 9.5 and DFARS Subpart 209.5. Security requirements include compliance with NIST SP 800-171 and the Cybersecurity Maturity Model Certification (CMMC) program, with some efforts requiring secure interfacing with classified systems. All unclassified communications regarding the NOBLE program should be directed to MDA-NOBLE@mail.mil.

Mobile Integrated Launch Capability
Solicitation # 26-MDA-12366
The Missile Defense Agency (MDA) is soliciting innovative and cost-efficient alternatives to current air drop C-17 target launches through the Mobile Integrated Launch Capability (MILC) program. The objective is to develop mobile launch platforms capable of deploying short to long range target missile systems from any location worldwide to increase launch cadence and reduce costs. This effort is structured in two phases: Phase I focuses on detailed design, engagement analysis, and prototype costing with an objective performance period of three to six months; Phase II involves prototyping, ground testing, and the delivery of one launch platform for a target vehicle system launch, with an objective performance period of twelve to twenty-four months. The solicitation is open to large and small businesses, non-traditional defense contractors, and accredited educational institutions. Interested parties must submit white papers detailing their technical approach, design concepts, and a Rough Order of Magnitude cost estimate. Selection is based on a two-step process evaluating technical merit, innovation, potential utility to agency programs, schedule, and lifecycle cost. Awardees must possess an active Secret Facility Clearance and adhere to strict cybersecurity and Controlled Unclassified Information (CUI) marking requirements. The MDA will consider various contract types, including fixed price and cost reimbursement, as well as Other Transaction (OT) Agreements.
