AI Contract Overview
The National Oceanic and Atmospheric Administration’s National Weather Service is planning to enter a new ten-year ground lease with the current property owner for its NEXRAD radar facility on Myles Standish Boulevard, Taunton, Massachusetts, once the existing lease expires on September 30, 2026. This site's specialized infrastructure, including essential utility connections and a mandatory clear zone above the area for unobstructed radar functioning, makes it uniquely suited to NWS operations. Relocating to another site would necessitate complex, costly efforts—such as dismantling and reinstalling sensitive radar equipment as well as identifying a new location that fits strict operational standards—which a cost-benefit analysis found prohibitive and operationally disruptive. Pursuant to federal regulation, NOAA seeks to proceed with a sole-source lease rather than a competitive process, as the current site satisfies all operational and technical needs without threatening the continuity of critical weather services. Although the notice is not a solicitation for offers, NOAA welcomes capability statements from other interested parties to help determine whether a competitive procurement is warranted. Submissions should be directed to the designated point of contact, Christian Townsend, before the response deadline.

Full Description
The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), intends to negotiate a sole-source succeeding ground lease with the incumbent Lessor for the continued occupancy and operation of the NWS NEXRAD (Next-Generation Radar) facility located on Myles Standish Boulevard, Taunton, MA.
The current lease for this essential meteorological radar site expires on September 30, 2026. The proposed succeeding lease will be a ground lease for a term of ten (10) years.
This site is an improved land lease and requires specific infrastructure, including appropriate utility connections and a clear zone above the site to ensure unobstructed radar operations.
Justification for Other Than Full and Open Competition (41 U.S.C. 3304(a)(1)):
Pursuant to the authority of 41 U.S.C. 3304(a)(1) as implemented by GSAR 570.402, NOAA intends to award a sole-source lease to the incumbent Lessor. A thorough cost-benefit analysis has determined that the costs associated with relocating the existing NWS NEXRAD facility, including the dismantling, moving, and re-establishment of complex radar equipment, as well as the acquisition and preparation of a new site meeting the stringent operational and clear zone requirements, would be cost-prohibitive and cannot be recovered. Relocation could also result in a significant disruption of critical weather radar services to the Taunton area and surrounding regions. The current location meets all technical and operational requirements, including the critical required clear zone, and possesses the necessary utility infrastructure.
