AI Contract Overview
Naval Undersea Warfare Center Division Keyport is soliciting grounds maintenance services at Naval Undersea Warfare Center Detachment Pacific, Building 977 in Campbell Industrial Park, Kapolei, Hawaii, under RFQ N0025326Q0006, with Amendment 0001 issued on May 19, 2026, to address vendor inquiries. The requirement is set aside entirely for small businesses under the NAICS code 561730, with a size standard of $9,500,000, and is structured as a firm fixed price contract issued under FAR 12 as a combined synopsis and solicitation. Services include three grounds maintenance jobs annually in February, May, and September, covering mowing, weed removal, firebreak clearing, and environmental compliance, with performance spanning a 365-day base period and four optional one-year periods contingent upon government exercise. Pricing must be submitted FOB Destination to the Kapolei location, with no paper submissions accepted—only complete digital responses via email to the designated points of contact are valid. Offerors must be currently registered in SAM.gov, provide all representations and certifications, and submit responses exclusively using the solicitation forms; company terms and conditions are prohibited due to conflicts with federal regulations. The contract incorporates numerous FAR and DFARS clauses, including mandatory provisions on cybersecurity, subcontractor management, whistleblower protections, executive compensation reporting, and organizational conflict of interest disclosure, with H-209-H003 requiring immediate written reporting of any potential or actual OCI. Evaluation is based on a trade-off analysis between equal-weighted factors of price and past performance, with quality and delivery as equal sub-factors under past performance, and award will go to the offeror providing best value, not necessarily the lowest price. Invoicing is exclusively through Wide Area WorkFlow, and contract administration is managed by the Keyport Vendor Pay Group under DFARS payment instructions. All hazardous materials handled must comply with OSHA HAZCOM standards, including labeling as “Contractor Owned Material” and submission of Safety Data Sheets, though no specific MIL-STD packaging or preservation requirements are cited. Contract performance may occur at both Keyport, Washington, and Kapolei, Hawaii, with final delivery points confirmed upon award, and compliance with OSHA, NFPA 70E, and NUWC environmental guides is mandatory.
