GS Capital Project: Progressive Design-Build Services for North County Crisis Residential Treatment Facilities

The County of Santa Barbara is soliciting Statements of Qualifications from Design-Build Entities for the progressive design-build of two new, independent 16-bed Crisis Residential Treatment (CRT) facilities located on the North Branch Jail campus. The project is divided into two phases: Phase 1 focuses on planning, design, and preconstruction to establish a Guaranteed Maximum Price (GMP), and Phase 2 covers the remaining design, procurement, and construction. The facilities must be all-electric, solar-ready, and compliant with the County's Zero Net Energy Policy. The project is supported by Bond Behavioral Health Continuum Infrastructure Program (BHCIP) Round 2 funding, with a total program agreement not to exceed $20,000,000.16 and a Phase 2 target budget of approximately $19,000,000. The procurement process utilizes a two-step selection method based on a cumulative score from the Statement of Qualifications, a cost proposal, and an interview. Short-listed firms must provide a GMP proposal and undergo a technical interview. Key requirements include a valid California Class B Contractor's License, adherence to a Community Workforce Agreement, and participation in an Owner Controlled Insurance Program (OCIP). The project is anticipated to reach final completion in February 2029, with liquidated damages for delays set at $5,000 per calendar day. All work must comply with the project's Environmental Impact Report and the Mitigation Monitoring and Reporting Plan.
