Guam Defense System (GDS) Request for Solutions Brief (RFSB)

The U.S. Army Portfolio Acquisition Executive (PAE) Fires is seeking innovative solutions through a Request for Solutions Brief (RFSB) to prototype a Battle Manager Suite (BMS) as a joint Command and Control (C2) layer for defending against ballistic and non-ballistic threats. This initiative is conducted under an Other Transaction Agreement for Prototype (pOTA) authority pursuant to 10 U.S.C. § 4022, which operates outside the traditional FAR framework. Only U.S.-based companies with the proven capability to process and store SECRET information and hardware are eligible to respond, and all submissions must be submitted as UNCLASSIFIED/CUI materials—no SECRET, CONFIDENTIAL, SAP, NATO, CNWDI, or WNTEL markings are permitted. Offerors must possess a valid CAGE code and Unique Entity ID (UEI), with the CAGE code required to be submitted by June 30, 2026, to avoid disqualification. The Solution Brief must be no more than 10 pages, excluding the cover sheet and data rights assertions, and must detail technical approach, system architecture, integration with JREAP-C and JTMC-B systems, modeling and simulation methods, Cloud and AI capabilities, and past relevant experience. A separate cost proposal of up to three pages must include a rough order of magnitude (ROM) breakdown, milestone payment schedule, and data rights declarations. All submissions must be in English, use a minimum 12-point font, be unencrypted, and be emailed to designated Army points of contact by 4:00 PM ET on July 15, 2026. Evaluation will be based solely on technical merit across six sub-factors, with no numerical weighting assigned, and proposals must achieve at least an “Acceptable” rating to be considered; AI-generated content may result in disqualification. The anticipated base period of performance is 12 months with four additional 12-month option periods, estimated to be awarded in the first quarter of fiscal year 2027 under a firm-fixed-price structure. The Government will conduct milestone-based payments upon acceptance of deliverables, including a functional prototype demonstration with a minimum Technology Readiness Level of 6. Contract administration details such as payment offices, accounting codes, and named contracting officers are not included as the pOTA mechanism does not follow traditional FAR structure.
